ORGANIZATION A. ROLL CALL - Present: Clark, Crotty, Dutra, Miller, Swan, Weiner Absent: None Staff: Pisani, Rizzo B. MINUTES Minutes of the September 5, 1995 meeting were approved. Swan/Dutra 6/0 C. POSTING OF THE AGENDA Pursuantof Government Code 54954.2 the agenda for this meeting was posted on the City Hall Kiosk on September 27, 1995. II. OLD BUSINES~ NEW BUSINESS A) Mid-peninsula Regional Open Space District presentation to the Parks and Recreation Commission. Malcolm Smith, Public Affairs Manager for the Mid- peninsula Regional Open Space District, presented a slide show to the Commission. He presented an overview of the District, its history, current activities, and their future plans. The Commissioners questioned Mr. Smith about specifics of the District's future acquisition plans and making new acquisitions accessible to the public. -1- IV. ~ITTEN COMMUNICATION A) Letter from Save Our Neighborhoods Initiative Committee No discussion. No representative attended the Commission Meeting as indicated in their letter. B) Letter from Preston Burlingham regarding Proposed Composting Station at E1 Quito Park Secretary Rizzo spoke with West Valley Solid Waste Coordinator and Barbara Mansfield regarding the Proposed Composting Station. Ms. Mansfield has decided to temporarily delay her planning for the Composting Station. Secretary Rizzo will send Ms. Mansfield a letter expressing the appreciation of the Commission for her volunteer efforts regarding this matter. C) Notice of Mini-conference for Commissioners on Saturday, October 21, 1995 Secretary Rizzo requested all Commissioners interested in attending the Mini-conference let him know by October 6, 1995. D) Memorandum from Irene Jacobs Fall/Winter editor of the Saratogan The Commissioners agreed to provide their inputs to Irene Jacobs as requested. E) Letter of resignation from Dr. Leo Barnard Chairperson Clark reported that Dr. Barnard's letter of resignation is agendized for the October 5, 1995 City Council Meeting. V. COMMISSION AND STAFF REPORTS A) Commissioner's Reports: Commissioner Crotty reported on the successful participation in the Coastal Cleanup on September 23, 1995. Approximately 65 people participated. Commissioner Swan reported that the Street Dance was very enjoyable. She commended the Saratoga Public Works Department for the rapid and thorough clean up afterwards. --2-- Commissioner Miller reported that the City Council adopted the Bicycle Master Plan prepared by the Bicycle Advisory Committee during the September 20, 1995 meeting. Commissioner Crotty described her few visits to E1 Quito Park in the last month, including a Monday visit. She did not observe any excessive problems. She did observe a small amount of alcohol being consumed but not large amounts. It appeared that those present were mostly families. Commissioner Crotty reported that the Saratoga Good Government Group will be discussing the Saratoga Parks usage and priorities during their November 27th meeting. The Commission is invited to participate. This item will be agendized for further discussion at the next Commission Meeting. B) Previous Month Council Meet~Da Report: commissioner Chairperson Clark reported on the one City Council meeting held since the last Commission Meeting. During the Council Meeting the developer planning to develop the Nelson Gardens property agreed to prepare an environmental impact report. C. Recreation Department Status ReDoft - Jo~nPisani: Ms. Pisani reported that the City staff are almost finished compiling data on all the area schools and parks regarding the facilities available and the current activities using them. This information will he provided to the focus groups that the City Council is considering organizing. These focus groups will consider issues related to the Saratoga Parks. Commissioner Weiner reported that former Mayor Burger had responded favorable to her offer of assistance. Ms. Pisani reported that the Azule Park neighbors provided the City with the results of a neighborhood questionnaire. The survey indicates that they prefer the Azule Park remain a Neighborhood Park. -3- Ms. Pisani described the start of planning in her department, regarding how to better communicate to the residents of Saratoga the activities of her department and the benefits of these activities. Ms. Pisani provided an overview of the Celebrate Saratoga Parade scheduled for October 8, 1995. D. Park Maintenance Division Update - Bob Rizzo: Mr. Rizzo reported that approval of the expenditure for the Congress Springs play structure replacement should be on the agenda for October 18, 1995 City Council Meeting. Mr. Rizzo reported that the Wildwood Park improvements will start during October. This includes the play area improvements and the addition of picnic tables.
