SARATOGA PARKS AND RECREATION COMMISSION

I. ORGANIZATION

B) MINUTES - Minutes of the October 2, 1995 meeting were
corrected to reflect in Section V, item A, paragraph 5 that
Commissioner Clark made the report rs. Crotty. The minutes were
then approved. Swan/Dutra 5/0
C) POSTING OF THE AGENDA
Secretary Rizzo reported that pursuant to Government Code
54954.2 the agenda for this meeting was posted on the City
Hall Kiosk on November l, 1995.
II. OLD BUSINESS
None
III. NEW BUSINESS
A) Coyote Creek Riparian Station Festival in celebration of the
Saratoga Creek at Wildwood Park.
Dave Johnston, Coyote Creek Riparian Station Research Director
provided an overview of the activities and planned involvement of
Saratc~3a youth for the Festival on June 23, 1996. He asked only
for an endorsement from the Commission. He is not asking for
financial assistance. The Co~issioners suggested he hold the
event earlier, approximately one month before the end of the
school year to ensure a large participation by Saratoga youth.
Secretary Rizzo agreed to research the insurance liability issue
regarding any sponsorship of the Festival.
Corm~issioners approved motion recommending the Saratoga City
Council co-sponsor in name only the Coyote Creek Riparian Station
Festival. Crotty/Miller 5/0
B) Review of DR-95-044:19272 Crisp Avenue
Secretary Rizzo surm~arized the topic. The Corm~issioners
discussed the plan as submitted, including: the potential
liability issues; similarities and differences of other
locations where trail easement is shared with driveways;
alternate locations for the driveway; and the precedents for
requiring the trail easement be developed and Secretary Rizzo
will investigate this matter further.
C) Discussion of issues for the Joint Meeting with th~..City
Council scheduled for Tuesday, November 21. 1995
The Commissioners agreed the only item is Saratc~3a Park
System development status.
D) Discussion of a youth Commissioner serving as a Park and
Recreation Commissioner
Secretary Rizzo summarized the intent and background. Ms. Joan
Pisani related the interest expressed by Saratoga Youth
Cc~missioners but noted the meeting time conflict. The Parks
and Recreation Comissioners expressed their interest in
involving the Youth Corm~issioners in this Commission and
directed Staff to schedule a joint meeting.
IV. WRITTEN COMMUNICATION
A. Letter from the Bay Area Ridqe Trail Council
Secretary Rizzo pointed out the sections of Saratoga trails
that will be included. The Commission directed staff to issue an
endorsement of the Plan update as requested.
B. Letter from Hakone Foundation
The Co~mission directed Secretary Rizzo to schedule the
February 1996 meeting at Hakone Gardens.
V, COMMISSION AND STAFF REPORTS
A. Commissioneri's Reports
Commissioner Crotty reported there will be another creek
clean up in the spring.
B. Previous Month Council Meeting Report
Commissioner Miller reported that the City Council allocated the
additional money necessary for the play structure replacement in
accordance with the terms of the insurance policy.
C. Recreation Department Status Report - Joan Pisani
Ms. Pisani described the upcoming California and Pacific
Southwest Recreation and Park Conference at San Diego. She
requested that Corm~issioners interested in attending should
inform her by December 11.
Ms. Pisani showed a video describing the benefits of an
active Recreation Department as an example of the type video her
department is considering making. This video will ensure the
Saratoga Cormnunity knows what activities her Recreation
Department provides and their benefits of the activities.
D. Park Maintenance Division Update - Bob Rizzo
Mr. Rizzo reported that the Wildwood Park improvements will now
start on December I and the Congress Springs Park play equipment
will be installed at about the same time. He reported that
privatization of the Parks Department was discussed with the
City Council and he is developing a model of the Building
Maintenance Division activities. Staff is to provide a final
report to the City Council in January 1996. Then the Council
will compare the cost of the Division to the cost of a private
contractor providing the same services. The Commissioners
discussed the intangible benefits of having in-house full time
maintenance staff.
Before adjourning the Co~issioners listened to the potential
Commissioner candidates who attended the meeting describe their
interests and answered their questions.
The next meeting will be Tuesday, November 21, a Joint Meeting
with the City Council, followed by the Commission Christmas Party
on December 11.
