I. ORGANIZATION
A. ROLL CALL - Present: Clark, Crotty, Dutra, Swan, Weiner
Absent: Miller
Staff: Pisani, Rizzo
The Commission welcomed new Commissioner Kay Whitney.
B. MINITFES
Minutes of the November 6, 1995 meeting were approved. Swan/Crotty
5/0 (Dutra arrived after the vote)
C. POSTING OF THE AGENDA
Secretary Rizzo reported that pursuant to Government Code 54954.2 the
agenda for this meeting was posted on the City Hall Kiosk on January
3, 1996.
II. OLD BUSINESS
None
III. NEW BUSINRSS
A. Discussion of park facilities needs for the Joint Meeting with the
City Council scheduled for Tuesday, February 27, 1996.
Secretary Rizzo started the discussion by summarizing the related
discussion during the last Joint Meeting with the City Council. The
Commissioners agreed the City Council requested the Commission develop
a list of wants/needs for the Saratoga Parks. The Commissioners agreed
they needed to develop and provide the following items:
1. List of the political decisions the Con~nission needed by the City
Council
2. List of assumptions
3. List of priorities, which includes wants/needs.
The Cormnissioners developed a draft list of these items, and agreed to
review and edit the list at the February 5, 1996 meeting. Then the
lists will be provided to the City Council, in advance of the Joint
Meeting.
1. Political decisions by the City Council needed, in a timely
manner:
a. Do neighborhood parks remain or are they to be upgraded t o
Cowanunity Parks?
b. Will there be no new land obtained unless it is a unique
opportunity?
c. Cost of maintenance.
d. Should the "passive" park users be surveyed to equally
represent the "active" park users surveyed?

a. Soccer fields
b. Baseball/softball fields
c. Indoor multipurpose activity space (basketball, volleyball,
aerobics, theater)
d. Teen programs
e. Expand tot lots
f. Community Center renovation (facelift, space expansion for
classes)

h. Outdoor basketball
i. Multiple access routes to facilities (paths, trails, parking)
j. Adult sports programs
k. Hakone Gardens improvements
1. Master plan reorganization
m. Develop demographics model
n. Partnership negotiations with schools
o. Outside support to the Staff for the negotiations
At the next Co~nission meeting: 1. Additions, subtractions, consolidations, edits
2. Identify the primary vs. secondary priorities
3. Estimate of the quantities needed
IV. WRITTEN COMMUNICATION

V. COHHISSIONAND STAFF PJgPORTS
A. Commissioner's Reports:
Commissioner Dutra reported on the progress of the planning for the
Coyote Creek Riparian Station Festival. The date has been changed tc
May 19, 1996. Stations Director Dave Johnston is looking for corporate
sponsors since most of his budget, which is from non-Saratoga
government sources, is being allocated to supporting his staff. The
Commissioners and staff discussed a concern about the involvement of
for-profit entities in an event with City sponsorship or support.
These concerns ranged from legal issues to coverage of costs the City
may incur for setup, cleanup, and other.
Joan Pisani agreed to have her staff contact Mr. Johnston and discuss
his plans and these concerns with him.
Conlnissioner Clark reported on his attendance at a recent Saratoga Good
Government Group meeting. He answered questions and discussed the
neighborhood vs. conmmmity park needs. He found this group interested
in helping to improve the park system with a Saratoga view.
B. Previous month Council Meeting Report:
There was no report. The following is the schedule for Commissioners
attending City Council meetings:
February - Clark
March - Dutra
April - Whitney
May - Swan
C. Recreation Department Status Report - Joan Pisani
Ms. Pisani stated that she detects a growing discussion of a need for
more teen programs.
D. Park Maintenance Division Update - Bob Rizzo
Mr. Rizzo reported that the Wildwood Park improvements work was to
start on this day.
The next meeting will be Monday, February 5, 1996 at Hakone Gardens at
7:30 P.M.
