I. ORGANIZATION
A. ROLL CALL - Present: Clark, Dutra, Swan, Weiner,
Whitney

B. MINUTES
Minutes of the February 5, 1996 meeting were approved, Swan noted a
correction on page 2; C.2 should read "Staff has informed Mr. Johnston
that rental fees for Wildwood Park would P0t be waived at this time".

C. POSTING OF T~ AGENDA
Secretary Rizzo reported that pursuant to Government Code 54954.2 the
agenda for this meeting was posted on the City Hall Kiosk on
February 28, 1996.
II. OLD BUSINESS
A. Discussion and formation of the Park and Recreation's Facility Task
Force to update the Park Master Pi~,
The Commission discussed the logistics of the Park Planning Task Force.
In considering the workload required of the Task Force, staff time and
effort and the fact that the terms of four commissioners expire in
August, the Commission discussed the use of an outside
consultant/facilitator may be necessary to accomplish the goals and
objectives of the Task Force.
The Commission approved a motion requesting the Council authorize staff
to retain a consultant/facilitator to develop the logistics, data and
facilitate the focus groups. Weiner/Swan 5/0
III. NEW BUSINESS
A. Future oDtions for use of the~arp~r Uutton Ho~se.
Joan Pisani reviewed with the Commission the current use of the Warner
Hutton House and the new teen drop-in program called the "Bone Yard".
This is a test program scheduled for every Saturday night 9pm to lpm.
The Commission approved the Warner Hutton House current use and the new
teen drop-in program.
B. Discussion of an Indoor Multi-DurDose ~t~vityC~nter.
Secretary Rizzo informed the Commission of a proposal by Mr. Matt
Madison, to build an indoor multipurpose activity center. Mr. Madison
recently met with Joan Pisani and Bob Rizzo to discuss his proposal.
He stated that he surveyed 200 families in Saratoga and 75% were very
interested in joining a sport's center. Mr. Madison claims that
revenues generated from a membership fee, games, tournaments, table
tennis and sponsor's could pay for all construction cost in 4 to 6
years. Mr. Madisondiscussed Foothill Park as a possible site, staff
directed him to meet and discuss his proposal with Saratoga Union
School District to see if they would have any interest in such a
facility at Redwood Middle School. Commissioners recommended to note
and file this proposal.

V. COMMISSION ~ STAFF REPORTS
A. Commissioner's Repor~s~
Commissioner Whitney reported on the recent California Parks and
Recreation Society Conference held February 2 through 4 in San Diego.
The conference was attended by Commissioner Crotty, Swan and Whitney.
Commissioner Whitney stated that it was one of the best CPRS
Conference's that she had attended. Commissioner Swan informed the
Commission regarding one session she attended regarding neighborhood
resistance to park development.
B. Previous Month Council Meeting Report
Chair Clark reported and discussed Council's recent action regarding
the Nelson Garden property.
C. Recreation Department Status Repp~

D. Park Maintenance Division Update
Secretary Rizzo reported on the Community Tree Planting held on
Saturday March 2, where Council, staff and volunteers planted
fourteen (14) trees in front of the Library and the Heritage Orchard
along Saratoga Avenue.
