ORGANISATION A. ROLL CALL - Present: Clark, Crotty, Dutra, Swan, Weiner, Whitney Absent: Miller Staff: Pisani, Rizzo B. MINUTES Minutes of the June 3, 1996 meeting were approved. Weiner/Dutra 6/0 C. POSTING OF THE AGENDA Secretary Rizzo reported that pursuant to Government Code 54954.2 the agenda for this meeting was posted on the City Hall Kiosk on July 1, 1996. II. OLD BUSINESS Review the report from the Community Recreation and Park Task Force. Commissioner Crotty reviewed with the Commission and the public, the Community Recreation and Parks Task Force. Commissioners Crotty and Whitney reviewed forthe Commission, the results and the recommendations of the Community Recreation and Park Task Force Workshop held on June 8, 1996. Commissioners Crotty andWhitney highlighted the main recommendations to the Commission. A) The Community Center Hub Concept. B) Upgrade of existing fields at school sites C) Improvements to existing parks After the report to the Commission, Chair Clark entertained input from the public. Some of the main points that were given to the Commission were: 1) After any new park development how will these areas be funded for maintenance? 2) Any improvements on school property and maintenance will be handled through a joint powers agreement between the school district and the City. 3) Greenbriar Homeowners Association, represented by A1 Rotten, informed the Commission that their association has formed a committee that is willing to help with any development of the Azule Park site. 4) Kevin Moran Park would be developed into a larger site, there are concerns regarding traffic impact on surrounding streets. 5) AYSO Paul Lovoi spoke to the concerns of the Kevin Moran neighborhood stating that AYSO does not wish to create problems for the surrounding neighborhood. They will tryto be considerate in their scheduling of soccer if a field is developed at this site. 6) Azule residents expressed concerns regarding any development with Blue Hills School. They expressed an opinion that the school district does not do a good job maintaining the-school's play'fields. 7) Mary Gatdiner, Superintendent of Saratoga Union School District, addressed the Commission and Stated that the District Board is very interested in exploring a joint use agreement with the City for improvements at the school sites. Chair Clark expressed to the Commission for the Mayor, who would like to have any approved recommendations developed by the Task Force and approved by the Park and Recreation Commission, to be specific as to development and improvements to each recommended site. Both Chair Clark and Commissioner Swan felt that the Task Force recommendations as stated in the report were specific. Commissioner Weiner expressed thanks to all of the members of the Task Force and staff who helped with this report. Motion was presented to 1) approve the Conununity Recreation and Park Task Force Report, 2) to proceed with the request to City Council to approve the report as is and the hiring of a consultant to Master Plan the Community Center Hub concept and Master Plan Azule and Kevin Moran Park sites, 3) begin the negotiation process with theinterested School Districts. COMMISSION AND STAFF REPORTS Commissioner Swan reported on the past months council meetings Commissioner Crotty stated that the Creek Clean-up Committee will still schedule a clean-up later this year. Staff Reports Joan Pisani reported that the council has approved reopening the Warner Hutton House for an after school teen program starting in September. The program will be funded for the first six months and funding for the rest of the school year will have to be raised by the Youth Commission. Bob Rizzo reported on two incidents that occurred at E1 Quito Park on July 4 and July 7, when approximately 150 people came into the park for a picnic both days. E1 Quito Park is not designed to handle this large number of people in the group picnic area. Many residents contacted staff to complain not only about the large number of people but the amount of alcoholic beverages being consumed by this large group. Secretary Rizzo recommended that a review of the Alcoholic Beverage Policy be agendized for the August meeting. ADJOURNED 9:35 PM Swan/Crotty 6/0 Bob Rizzo, Secretary
