Secretary Rizzo reported that pursuant to Government Code 54954.2 the
agenda for this meeting was posted on the City Hall Kiosk on July 31,
1996. : ':
II. OLD BUSINESS
Review Alcoholic Beveraae Policy at E10uito Park
A) Secretary Rizzo reviewed and reported to the Commissioners the recent
incidents at E1 Quito Park in which approximately150 people came into
the park and concerns of the residents regarding the amount of
alcoholic beverages that was consumed by this large group. Secretary
Rizzo reported that this issue was first agendized in August of 1995
and at that time the Commission agreed to table this topic for six
months. Commission requested this period of time to personally observe
the park and have staff continue to evaluate the situation.
Chairman Clark opened the meeting for public input on this topic:
Hannah Quain informed the Commission that on Mondays the group that
uses the volleyball court drinks a large amount of beer and some of the
men urinate on the surrounding trees.
Linda stanley has noticed this same group is gambling and they play
loud music in the evening. She stated that the number of these type
of incidents have increased over the last six months.
Dhiren Unadb~t says that he is concerned about children who are in the
park with this large group on Mondays. He has stopped his children
from going to E1 Quito Park. He stated that he has contacted the
Sheriff's Department regarding this group and they explained they
cannot respond because the City permits alcohol in the park.
Preston Burlinaham stated he was upset because there is no enforcement
currently of the law regarding the group using E1 Quito Park. He is
concerned about the drinking, gambling and the trash or vandalism to
the Community Garden area by this group. He reports that the garden
was vandalized three times over the last year.
L~uripDoss informed the commission of the letter signed by forty-one
residents that live close to the park stating their concerns regarding
this large group and the amount of alcohol that is consumed by them.
The safety of their children when this group isusingthe park and what
they feel is the slow response of the Sheriff's Department to their
complaints.
Stan Stanley is concerned about the use of alcohol and how it could
cause violence between this group and other users in the park. He
suggest that since this group uses the volleyball court, staff should
develop a use policy - for the use of the court.
ChairmersoD Clark reviewed with the Co~ission the letter received
regarding E1 Quito Park, Linda Stanley's Adopt-A-Park report and
current picnic area reservation policy. It was then opened to
discussion by the Commission.
CommissioDeF ¢rottv related that she participates in Adult Softball at
E1 Quito Park every Tuesday and Thursday during the summer and has
never had a problem with anyone in the park. Her children use the
playground equipment and they have never had a problem with anyone.
She feels that E1 Quito is a safe park during the times that her family
has used the park.
Chairperson Clark stated he felt that a ban of all alcoholic beverages
should be enacted at E1 Quito Park. A motion was presented by
Commissioner Crotty that the Parks and Recreation Commission recommend
to the City Council to enact an ordinance which prohibits the
consumption of alcoholic beverages at E1 Quito Park. The Commission
feels that the use of alcohol in the park has created problems directly
related to the concerns of the residents described the letters and by
the public at this meeting.

V. COMMISSION AND STAFF REPORTS
Commissioner Crotty reported to the Commission on the Community Task Force
Report made to Council at their July 3 meeting. The charges made by Council
regarding the recommendation on the fund usage report, is on the council's
consent calendar agenda for the August 8 meeting.
Commissioner SW2P reported that certain improvements were recently
constructed on the proposed Carnelian Glen Court Trail. Now it is possible
to walk the complete trail from Carnelian Glen Court to Douglass Lane.
Commissioner Swan and Secretary Rizzo scheduled a walking tour of the trail
for August 9 and will report hack to the Commission.
Commissioner Whitney request that if possible for any future park
development, that Public Art be incorporated in the design projects.
Whitney reviewed a PublicArt Program that is in place in the City of Tempe,
AZ.
Joan Pisani informed the Commission of the 1997 C.P.R.S. Conference
scheduled for March 13 through March 16 in Sacramento and $927.50 has been
budgeted for Commissioners to attend the conference. Pisani reported on the
Teen Program Fund Raising Project, the direct mailing fund raiser, golf
tournament and DeAnza flea market sale. The goal is to raise $8,500 to
support six months of this program.
Secretary Rizzo informed the Commission that this is the last scheduled
meeting for Chairperson Clark and Commissioner Dutra and thanked them for
their years of service. Staff will schedule a farewell dinner before the
next meeting on September 9, 6PM at Chef Chow in the Village.
Chairperson Clark inquired that the Commission proceed with the election of
new chair and vice chair for 1996-97. Commission voted 5/0 to take action
on this item. Commissioner Crotty nominated:
