Minutes of the August 5, 1996 meeting were approved.

C. POSTING OF THE AGENDA
Secretary Rizzo reported that pursuant to Government Code 54954.2 the
agenda for this meeting was posted on the City Hall Kiosk on September
4, 1996.
II. OLD BUSINESS
Review And Update the status of the priorities ~n the Development of Future
Park and Recreational FacilitieS,
A) Secretary Rizzo reported on the status of the development of future
park and recreational facilities as approvedby Council at the August
6, 1996 meeting. At that meeting, Council stated that the City's
first priority is to meet the needs of youth sports and recommended
that $1,000,000 be earmarked for three new multi-use sports fields and
the renovation of existing school sites. The City Manager contacted
the three elementary school districts in the City and informed them of
council policy regarding renovation and improvements to combine City
park and school open space. To date the City has met with Cupertino
Union and Saratoga Union School Districts and discussed initial steps
to implement this policy. Both school districts were very interested
in projects that will improve existing school open space areas.
At the meeting with Cupertino Union, they were very interested in a
joint project at Blue Hill School and the Azule site. Secretary Rizzo
and Joan Pisani toured school sites in the CUSD that are currently
under working maintenance agreements with the Cities of Cupertino and
Sunnyvale. Rizzo distributed photographs of six of these sites for
review. All of the sites were developed for multi-use soccer and
baseball fields.
Saratoga Union School District and the City recommend improvements to
1) Foothill School, 2) Argonaut School and 3) Saratoga School. Rizzo
will be meeting the District's Maintenance Director, Paul Tipton, in
the near futur~ to discuss the Foothill School site. The next step in
the process is for the school districts and the City to develop
written agreements for improvements and maintenance of these sites.
Staff will be developing a draft agreement for review by mid-October.

Commissioner Whitney informed the Commission about the City of Sunnyvale's
new sports center, located at Columbia School.
Commissioner Swan reported on the possibility of development of the property
adjacent to the Carnelian Glen Court Trail. This project may be coming
before the Commission in the near future.
Commissioner Crotty reported to the Commission of the upcoming Coastal
Clean-up Day, Saturday, September 21, 1996 9AM to 12PM at Wildwood Park.
Joan Pisani reported teen program fund raising activities:
1) Direct mail contact
2) Golf tournament scheduled for Friday October 25, 1996 at Summit Point.
CELEBRATE SARATOGA ACTIVITIES
1) Music Fest at Wildwood Park, Saturday September 21, 1996
2) Street Dance - Saturday, September 28, 1996
City Parade - Sunday, October 6 and City BBQ at Wildwood Park after
the Parade.
At 8:15PM, Chair Weiner opened the meeting to the public who wished to
speak to the Commission regarding the Azule Park Site.

Question - Was the Greenbriar Association survey never considered by the
Community Task Force Committee?
Commissioner Swan reviewed the process to date regarding the development and
improvements to Kevin Moran Park and the Azule Site.
Chair Weiner stated that the issue the task force considered was that of the
Youth/Community needs rs. the neighborhoods. The results of the Task Force
were reviewed by the City Council. Council approved the task force
recommendations and stated there should be i to 2 new multi-use sports
fields at the Azule Park/Blue Hills School sites. Council recommendations
was not to construct a multi-sports field at Kevin Moran Park.
Jackie Wescoat - 12365 Goleta Avenue and Joan Greene - 12350 Goleta Ave.
Stated - that they were never notified regarding the Community Task Force
Workshop.
Joan Pisani stated that the City sent out over 400 invitations to the Task
Force Workshop and a notice was printed in the Saratoga News. Future
community meetings regarding the planning of the Blue Hills/Azule Site, the
City will notice the neighborhood.
