I. ORGANIZATION

Minutes of the September 9, 1996 meeting were approved.

C. POSTING OF THE AGENDA
Secretary Rizzo reported that pursuant to Government Code 54954.2 the
agenda for this meeting was posted on the City Hall Kiosk on October
3, 1996.
II. OBD BUSIN~BS
Ordinance relatinq to alcohol in E10uito Park
A) Recreation Director Joan Pisani reviewed for the Commission the new
ordinance relating to alcoholin E1 Quito Park. The ordinance states
that alcohol is prohibited in E1 Quito Park, except with a special
permit. Permits will be issued through the group reservation process
from the Recreation Department. Council has suggested that staff
increase user fees for non-residents by 10%.
Motion to recommend that City Council approve staff proposal of 10%
increase for park reservations and use fee for non-residents.

B. Update the status of the Park Development Fund Projects
Secretary Rizzo reviewed and updated the Commission on the two meetings
recently held with the Saratoga Union School District and the Cupertino
Union School District regarding improvements to school play fields.
Chair Weiner informed the Commission that she has been placed on the
Saratoga Schools Committee regarding evaluation and improvements to all
of the Distri=t facilities. Chair Weiner expressed that this may be
a good opportunity for the City and the School District to meet and
discuss the feasibility of joint use and improvements for needed
facilities for both the schools and the City, such as use of the
theater and construction of an indoor athletic facility.
Chair Weiner recommended that a letter be sent to Council requesting
the development of a Park Development Fund Timeline that would address
time estimates for all recommended projects approved by Council. The
timeline would include the prioritization and time estimates of the
initial planning through implementation for each of the recommended
projects.
'II. NEW BUSINESS
~erview of the Recreation Department - past and Dresent
Recreation Director Joan Pisani presented to the Commission a general
overview and history of the City's Recreation Department providing leisure
programs in Saratoga. Joan informed the Commission that over the last year,
rentals in the Community Center have increased from 55 to 77 per year. Park
rentals have increased from 39 to 106 per year. Joan discussed the City
Finance Committee's proposed strategy for City services if the utility
user's tax fails. The Finance Committee is proposing the elimination of the
RecreationDepartment and offer the use of the Community Center facility
and/or the Warner Hutton House to the Los Gatos/Saratoga Recreation
District. Secretary Rizzo informed the Commission that the Finance
Committee plan also stated the elimination of two maintenance positions in
the Park Division.
Commissioner Swan stated that the elimination of the Recreation Department
would be a mistake due to the fact that the City will loose control over its
leisure service programs.
Commissioner Whitney stated that the fees charged by the Recreation
Department now recovers 96% of its operating cost.
IV. WRITTEN COMMUNICATION
Memo from the City Manager regarding workshop on the Brown Act for all City
Commissioners scheduled for Wednesday October 16, 1996.
Four Commissioners will attend.

Street Dance, which was a great success.
Commissioner Crotty reported on the Coastal Clean-up Day held at Wildwood
Park on September 21 and that the next creek clean-up day will be scheduled
in the spring of 1997. Crotty also informed the Commission of an upcoming
trail clean-up in Sunnyvale to clean the Bay Trail System on Saturday
October 26.
Joan Pisani introduced two members of the Youth Committee, Brian Luskey and
David Mount. They informed and invited the commission to participate in the
upcoming golf tournament. This tournament will benefit the Warner Hutton
House Teen Center and programs.
Joan gave a report on the City Parade and BBQ at Wildwood Park on Sunday
October 6.
Chair Weiner accepted a letter from Joan Greene, a resident at 12350 Goleta
Avenue, regarding the Azule Park site. Chair Weiner instructed Secretary
Rizzo to note and file the letter.
Katie Alexander 12340 Goleta Avenue, requested the Commission to provide
to her the list of individuals who were invited to the Community Task Force
Workshop and when the public notice was printed in the Saratoga News.
