I. ORGANIZATION

Minutes of the October7, 1996 meeting were approved.

C. POSTING OF THE AGENDA
Secretary Rizzo reported that pursuant to Government Code 54954.2 the
agenda for this meeting was posted on the City Hall Kiosk on October
31, 1996.
II. OLD BUSINESS
Park Development Priorities and Time Line
Chair Weiner reviewed the letter that was sent to the Mayor requesting
Council to develop a Park Development Fund Timeline and a prioritized list
of projects. Chair Weiner reviewed the Council response which states that
the first priorities will be to work on the Azule/Blue Hills and the
Foothill projects. Council further stated that until these projects are
under construction, staff cannot move forward onthe other projects on the
recommended list.
Secretary Rizzo informed the commission on the status of the joint use
agreements with the two school districts. Council has indicated they would
like for the school districts to agree to pay for half of the maintenance
cost of the improved fields. Council also stated that the youth sports
leagues, who would be the main users of the fields, should expect to help
pay a share of the maintenance cost. Once the City and the School Districts
have a signed agreement, then it is staffs recommendation that a Landscape
Architect be retained to start the master planning process and this process
will include involvement from the neighborhoods, the schools and the user
groups.
Chair Weiner reported the Saratoga Union School District has projected a
continual growth of attendance over the next ten (10) years and in the year
2006/7 with an increase of 600 more students than currently are enrolled in
the district. The district committee has assessed each site and identified
future needs such as infrastructure replacement and repairs. Currently,
the committee has not addressed the need for an indoor sports facility at
Redwood Middle School.
The Commission felt that the City may miss an opportunity to discuss with
the District the feasibility of development of an indoor athletic facility
as stated in the Parks and Recreation Development Fund recommended list.
It was suggested that the Commission invite representatives of the Saratoga
Union School District to discuss the feasibility of Joint development and
use of an indoor athletic facility to b e located on the Redwood School site.
Chair Weiner will invite the school district representative to the January
6, 1997 Commission meeting.

V. COMMISSION AND STAFF REPORT~
Vice Chair Whitney stated that she recommends to the Commission send a
letter to Council stating that in the event the Utility User Tax is
eliminated, the park and recreation budget programs not be eliminated or
reduced to cover any short fall that will result in fund loss due to the
termination of this tax.
Commissioner Swan stated that at the next commission meeting a list should
be developed of commissioners that will be assigned to attend upcoming
council meetings.
STAFF REPORTS:
Secretary Rizzo reported that a group of volunteers would like to clean up
certain sections of the City's trail system. A trail clean-up day has been
scheduled for Saturday, November 23. The organizer of the event is Cindy
Smith, an equestrian trail user.
Joan Pisani reported on the status of the Warner Hutton House Teen Center
fund raising activities. The golf tournament recently held, raised over
$1,000 and they need approximately $1,500 to reach their goal.
The next meeting is scheduled for December 2 followed bythe Commission Christmas
Party on December 9.
