Call to Order The meeting was called to order at 7:34 p.m. II. Roll Call Commissioners Present: Grantham, Manzo, McLaughlin, Sessler, Foscato Commissioners Absent: Ceppos, Towse Others Present: Dolly Barnes, Julie Farnsworth, Irene Jacobs III. Report on Posting of the Minutes: Pursuant to Government Code 54954.2 the agenda was properly posted on August 21, 1997. IV. Approval of Minutes 0f July 23, 1997 Meeting Commissioner Grantham made a motion to approve the minutes of July 23, 1997 as written. Commissioner Sessler seconded the motion and the motion carded with a unanimous vote. (5/0) V. Old Business: None VI. New Business a. Several Library Commissioners attended The Friends of the Library's last board meeting.. A representative from Godbe Associates was present at the board meeting to explain services his association could provide. The Friends of the library board voted to fund the "market research" for $12,100. A meeting was held on Monday, August 25, 1997 facilitated by Brian Godbe at which time he drew ideas from the group on issues affecting the community that would affect the library within the last ten years. The Commission asked the Chair, Marcia Manzo, to write a letter to the Friends of the Library in order to thank them for the generous support of the research for the library expansion. The next meeting will be scheduled for some time in September. Commissioner Foscato will be representing the Commission at the next meeting since Commissioner McLaughlin will not be able to attend. Marcia explained to the Commission that the committee that was formed to consult Godbe Associates had been asked to allow the Council to review the questions before the polling was actually done. The committee felt that this would taint the results of the poll since items discussed by the City Council would be of public record and possibly televised. In addition, Councilmember Bogosian had already been asked to participate as a member of the committee. b. Commissioner Manzo shared with the Commission that at their last meeting the City Council had approved the Library Commission's recommendation that Spencer Associates be selected as the architect who would design the library expansion. Council directed staff to establish a contract with Spencer Associates and the City. c. The expansion timeline was reviewed and progress was evaluated. The following items were discussed: · Julie Farnsworth, Deputy County Librarian, finished a draft Request for Proposal (RFP) for a library consultant who will oversee all four of the building projects that will be taking place in the County. Ms. Farnsworth hopes to have the consultant on board in early October. · The plan is to have Spencer Associates facilitate a general focus group with the general public and then during the campaign period there would be subsequent meetings scheduled with smaller, more specialized community groups. · Dave McLaughlin is working on and has almost completed the list of Frequently Asked Questions (FAQ's) about the need for the library expansion. VII. Reports Susan Fuller. County Librarian: Ms. Fuller reported that the County and the City would be meeting on September 9, 1997 at 10:00 a.m. to discuss the painting of the library building by the County. Marcia Manzo, Library Commission Chair: Commissioner Manzo shared that at the last Community Advisory Committee (CAC) meeting various alternatives were discussed regarding the issue of Internet Access by minors. Their recommendation to the JPA was to compile more information using The Markkula Center for Applied Ethics at Santa Clara University as a vehicle to coordinate their efforts. The next CAC meeting will be held on October 15, 1997 with a follow-up meeting scheduled for October 22, 1997. Ms. Manzo also reported to the Commission that she had responded to a letter received by the city from Mr. Kenneth Colson, Saratoga resident, regarding the Library Expansion Committee and his concern that this group was simply duplicating efforts that had already been done in 1991. Dolly B~¢s, Commurdty Librarian: Ms. Barnes reported that the circulation for July was 75,000+ volumes. Her staff is gearing up for school once it starts and Nancy Howe is coordinating a special Internet training that will host guest speakers who specialize in the field. Irene M. Jacobs~ City Staff Representative: Ms. Jacobs reported that staff was working with Spencer Associates pulling files from 1976 regarding the construction of the original library building. She reiterated what Susan Fuller had reported regarding the scheduled County and City meeting. Cathy Foscato, Friends of the Saratoga Library: Commissioner Foscato reported that book sales were going "gang busters". A letter had recently been sent out soliciting membership support. The response they received was very positive and donations to the group had increased. Sally Towse. Library Foundation: No report VIII. .Adjournment Commissioner Foscato made a motion to adjourn the meeting and Commissioner Grantham seconded the motion.
