ORGANIZATION A) ROLL CALL - Present: Crotty, Swan, Whitney Late: Absent: Clabeaux, Olsen Staff: Reeve, Pisani, Perlin Chair Whitney noted that Rick Bloomquist resigned from the Commission. Kathryn Weiner's term is ended. A quorum is not present at this meeting, which will proceed in order to receive prepwed infornaation. B) REPORTING OF POSTING THE AGENDA Staff Paula Reeve reported that pursuant to Government Code 54954.2 the agenda for this meeting was posted on the City Hall Kiosk on October 3, 1997. C) APPROVAL OF MINUTES OF SEPTEMBER 8, 1997 (defe~ed to next meeting) II. OLD BUSINESS A) ADMINISTRATIVE FOLLOW-UP FROM SEPTEMBER 8 MEETING: 1) INTRODUCTION OF COMMISSION APPLICANTS: The Commission welcomed applicant Sheila Ioannou to the meeting. 2) CONFERENCE DETAILS: Commissioners Swan, Crotty, Olsen and Whitney have been registered to attend the California and Pacific Southwest Recreation & Park Training Conference, March 12-15, 1998, in Long Beach. Information regarding hotel accomodations will be mailed to the city in November. '1- Minutes - Parks and Recreation - 10/6/97 B) COMMUNITY CENTER IMPROVEMENTS: 1) SPENCER ASSOCIATES PROPOSAL: Harry Rodda of Spencer Associates Architect & Planners, presented a proposal on projects to remodel the community center. 2) SPECIAL MEETING: The Commission requested calling a special meeting on October 21 or 22 at 8:15 a.m. to walk through the community center to evaluate needed improvements. C) PROGRESS REVIEW ON OTHER PROJECTS: 1) PLAYFIELD IMPROVEMENTS: A discussion took place regarding playfield improvements, site priorities and developing a master plan. An alternative plan is to start with one of the school districts. 2) HAKONE RESTROOMS: The contractor will begin work by the middle of October and should be completed by early December, 3) HERITAGE ORCHARD: Another meeting is scheduled regarding the installation of a new water well system and capping off the old well. 4) WARNER HUTTON HOUSE: Staff Joan Pisani reported that architect Robert Aviles' proposal has been accepted for design work on the Warner Hutton House attic. 5) TRAIL IMPROVEMENTS: REDWOOD SCHOOL TRAIL: Acting City Manager Larry Perlin submitted a letter from Saratoga Union School District Superintendent, Mary Gardner, requesting improvement and pavement of the trail that leads from Saratoga Avenue to Shadow Oaks, and from Shadow Oaks to Redwood School. A discussion took place regarding the condition of the trail and the concern to make improvements before winter at an estimated cost of approximately $5,000 to $6,000. -2- Minutes - Parks and Recreation - 10/6/97 OTHER TRAIL IMPROVEMENTS: A discussion took place regarding clarification on trail improvements, trail easments, who will be doing the work and how the trails connect to the city map. III. NEW BUSINESS A) REPORT ON CITY PARKS BY PUBLIC WORKS SERVICES MANAGER GARY ENRIQUIZ: (none) Acting City Manager Larry Perlin reported that Gary Endquiz is planning to be on a leave of absense for up to six months, which is tentatively scheduled to begin in November 1997. B) REPORT ON RECREATION DEPARTMENT REVENUE RECOVERY PLAN: Staff Joan Pisani reported on fee increases and a two to four year cost recovery plan for the Recreation Department. Acting City Manager Larry Periin invited the Commissioners to attend the Finance Committee Meeting on October 7, 1997, to give their input when Recreation Director Joan Pisani presents her cost recovery plan. C) CITY COMMISSIONS AND CITY COUNCIL INTERACTION Mayor Moran has proposed having a roundtable of commission chairs and/or a meeting of all the commissions to promote interaction and idea sharing. Commissioner Swan suggested a pot luck dinner meeting. IV. COMMISSIONER AND STAFF REPORTS A) COMMISSIONER REPORTS Commissioner Crotty reported that the Costal Cleanup Day was very successfull and that support/volunteers came from other areas such as Sunnyvale. Commissioner Whitney reported that Celebrate Saratoga was very successful and offered a real sense of community gathering. B) CITY UPDATE - Staff Paula Reeve (See above items) -3- Minutes - Parks and Recreation - 10/6/97 C) RECREATION DEPARTMENT STATUS REPORT: Staff Joan Pisani reported that the teen program is very successful and crowded. A discussion took place regarding traffic problems resulting when parents pick up their children in front of the Warner Hutton House. Staff Joan Pisani submitted a handout entitled Fact Sheet Summary of SB2: Parks and Resources Improvement Bond Act of 1998 and requested the Commission's support of this bill.
