Action Minutes
I. Call to Order
Meeting called to order at 7:34 p.m.
II. Roll Call
Commissioners Present: Cross, Foscato, Gipstein, Manzo, O'Donnell, Towse
III. Report on Postine of the Agenda
Pursuant to Government Code 54954.2, the agenda was properly posted on 8/20/99.
IV. Approval of Minutes of July 28, 1999
Commissioner Cross moved to approve the minutes of July 28, 1999, with a minor correction
noting the submission and reluctant acceptance of Commissioner Sessler's resignation.
Commissioner Foscato seconded the motion and it passed (6/0).
V. New Business
a. Mayor Jim Shaw Memorial Gifts
The Shaw family named the Friends of the Saratoga Libraries' Expansion Fund to be the receipt
of memorial gifts.
b. New CAC Representative Appointment
Commissioner O'Donnell accepted the CAC Representative appointment. Commissioner Cross
agreed to serve as the CAC Representative alternate.
c. New Vice Chair Election
Commissioner Foscato nominated Commissioner Cross as Vice Chair. Commissioner Towse
seconded the nomination and it passed (6/0).
d. Develop Orientation for New Commissioners
· Deputy County Librarian, Julie Farnsworth, will present "A Shared Treasure -
Understanding Our Library Funding" at the next regularly scheduled Commission
meeting, September 22, 1999.
· Invite Council Members, FSL, Library Foundation, Steve Enders of Saratoga News.
e. September Commission Meeting scheduled for Celebrate Saratoga Week

f. Library Awareness Week October 10 - 16
Hang banner in Blaney Plaza.
· Library Tours - Tuesday afternoon, October 12.
· Children's activities in Community Room, Saturday, October 16.
VI. Old Business
a. Speakers' Bureau Strategy/Planning
Julie Famsworth, Deputy Community Librarian, suggested bureau consisting of a few
"expert" speakers ensures quality of message. The Commission agreed and each member
has committed to presenting library awareness talks to community groups.
Commission Towse developed an outline for these presentations.
· Librarians Susan Fuller and Sulie Famsworth offered to create handouts.
· Key Friends of the Library members may particiapte in speakers bureau.
· Staff liaison, Loft Bums, will track bureau activity and distribute updated reports to
Commission.
VII. Reports
a. Julie Farnsworth, Deputy County Librarian · Labor contracts completed for three years.
· 29 professional librarians applied for 3 open positions in the county.
· Senate Bill 3 has been reassigned to a most favorable committee.
b. Dolly Barnes, Community Librarian
"Wild West" Summer Reading Program was a great success.
c. Marcia Manzo, Library Commission Chair and Library 2000
· Will draft letter in support of SB3 for Mayor Pro Tem's signature.
· Nominated Saratoga News for Recognition fi.om CaI-TAC.
d. Lori Burns, City Staff Representative
Distributed roster.
e. Jim Givens, Friends of the Saratoga Libraries

VIII. Adjournment
Commissioner Foscato made a motion to adjourn the meeting and Commissioner Cross seconded
the motion. The motion carried and the meeting was adjourned at 9:35 p.m. (6/0).

FINANCIAL RESULTS:
Total Revenue $8,078
Total Operating Cost ($1,380)
Operating Margin $6,698
Awareness Project Cost ($7,449)
Net Margin ($ 751)

1. Cost to revenue ratio- 17%
2. Operating Margin exceeded plan by $3,718
3. Net Margin, including awareness cost, exceeded plan by $9,769.
4. In effect, revenue exceeded plan, and operating and awareness costs were less than projected for the
month.
5.The Board of Directors is comfortable with July Financial Results.
MEMBERSHIP DEVELOPMENT
The 1999-2000 fiscal year membership development program is underway. Approximately 1800
solicitations have been sent to all current members and former members. Results, to date, are rewarding
and dollar revenue is running well ahead of last year.
SARATOGA LIBRARY AWARENESS PROJECT
1.The volunteer'"One On One" Library Awareness Program is is full swing. Several hundred residents
and library users have be visited with, individually.
2. Over 7000 new brochures were mailed to voters on August 12th. Response to the survey has been
encouraging.
3. A press release regarding the "One On One" program has been sent to the Saratoga News. In all
probability, the release will turn into a feature article.
4. The complete Awareness Project is moving forward, close to sch.gdule. We believe progress is being
made. ..
