Action Minutes
I. Call to Order
The meeting was called to order at 7:37 p.m.
II. Roll Call
Commissioners Present: Alberts, Clabeaux, Olsen, Swan,
Commissioners Absent: Ioannou, Friedrich, Whitney
Others Present: Joan Pisani, Irene Jacobs, Steve Benzing of Heide & Associates
III. Report on Posting of the Minutes: Pursuant to Government Code 54954.2 the
agenda was properly posted on September 2, ! 999.
IV. Approval of Minutes of July 12, 1999 Meeting: Commissioner Swan made a
motion to approve the minutes of July 12, 1999. Commissioner Alberts
seconded the motion and the motion was carried. (4/0)
Administration:
The City's financial statements reflecting the balance of the Park Development
Fund was distributed for the Commission's review.
Oral & Written Communication: None
VI. Old Business:
A) Restrooms at Wildwood Park: Steve Benzing of Heide & Associates was
present to explain and share with the Commission the restoration designs for
the Wildwood Park Restrooms. He explained that the original shell or
structure of the facility would not be demolished but rather remodeled. The
restroom configuration would be changed around in order to comply with
Americans with Disabilities Act (ADA) standards and that the interior of the
building would be roomier and brighter. The exterior of the building would
certainly be restored with river stones added to the facilities exterior.
After reviewing the plans, Commissioner Swan made a motion to be
supportive of the project and the planned changes to the restrooms at
Wildwood Park. Commissioner Alberts seconded the motion and the motion
carried. (4/0)
B) Kevin Moran & Gardiner Park: Staff shared with the Commission that two
proposals had been submitted to the City for the engineering work that was
required for the play equipment installation at Gardiner and Kevin Moran
Parks. The proposal that had been submitted by Jeff Heide was the proposal
that had been accepted by the Public Works Director to complete the work.
Commissioner Clabeaux made a motion to support the proposal selected by
staff for the engineering services required for the play equipment
installation at Gardiner & Kevin Moran Parks. Commission Alberts seconded
the motion and the motion carried. (4/0)
In addition, the Commission discussed the Public Informational Meeting that
had been planned to share the play equipment replacement that is planned
for the above mentioned sites. There was discussion among the Commission
regarding the appropriate location of the meeting. Staff will provide the
Commission with a draft agenda of the informational meeting for the
Commission's review and discussion at the October Commission meeting.
C) CommuniW Center Renovation Project: Recreation Director, Joan Pisani
reviewed the three different options that had been identified by the
consultant that had been hired by the City to analyze the options available
for renovating the Community Center. Option A would encompass only
minor changes to the building including some plumbing repairs and
painting of the building. The price tag for Option A was quoted at
$733,115.
Option B would entail the majority of the changes that the city had
originally hoped to make to the Community Center. This option would
slightly increase the building's square footage in addition to making major
repairs to the heating, air conditioning systems and other necessary
improvements. The price tag for Option B was quoted at $1,378,703.
The Third Option was the "dream" option that included all the bells and
whistles that could be done to the Community Center. The price tag for
Option C was quoted at $4,439,110.
Ms. Pisani reminded the Commission that all these quotes were probable
costs but that official bids would offer more concrete costs.
After discussion among the Commission, Commissioner Clabeaux made a
motion to recommend to the City Council that they consider Option B for the
renovation of the Community Center and invite the Council to meet with the
Parks and Recreation Commission to discuss funding options that would
include the Parks Development Fund in addition to other sources of funding.
Commissioner Alberts seconded the motion and the motion carried.
Commissioner Swan abstained from the vote due to her position as the Pre-
School Coordinator for the Community Center.
VII. New Business:
Parker Ranch Trail Issues: Marianne shared with the Commission several
concerns and issues related to this particular portion of the City's trail
system. The first issue was related to the landslide that occurred several
years ago that has made the trail unsafe. Commissioner Swan proposed that
the Commission consider recommending that this portion of the trails be
closed until arrangements could be made to repair the trail.
The second issue was a question as to whether or not the trail was being
used properly since this particular trail was heavily used by bicycles that are
not a recognized user for this portion of the trails system.
The third item was related to the unauthorized changes that had been made
to this portion of the trail by the Parker Ranch Homeowner's Association and
the possible encroachment onto the trail. Commissioner Swan would raise
this issue with the Commission at next month's meeting for further
discussion.
VIII. Reports:
Commissioner Reports: There were general updates and comments made by
all Commissioners on an array' of various issues related to Parks and
Recreation.
City Hall Update: none
Recreation Department Status Report: Recreation Director, Joan pisani, gave
an update on the great programs that were taking place this summer and
that her department was offering the public the opportunity to register on-
line and that it was going well.
IX. Adjournment
Commissioner Alberts made a motion to adjourn the meeting and
Commissioner Swan seconded the motion. The motion carried and the
meeting was adjourned at 9:26 p.m. (4/0)
