Action Minutes
I. Call to Order
The special meeting was called to order at 5:45 p.m.
II. Roll Call
Commissioners Present: Alberts, Clabeaux, Olsen, Ioannou, Whitney
Commissioners Absent: Swan, Friedrich
Others Present: James Walgren, Jim Jefferey, Jim Stallman, cary Bloomquist
1) Report on Posting of the Minutes: Pursuant to Government Code 54954.2 the
agenda was properly posted on November 1 $, 1999.
IV. Administration:
a. Staff Liaison Bloomquist announced the newly appointed Commissioners:
Elaine Clabeaux, Sandra Dodge, Norbert Eronczak, Nick Seroff
b. Staff Liaison Bloomquist requested responses from Commission members
regarding attendance at the California and Pacific Southwest Recreation and
Park Training Conference in Ontario, CA on March 15-18, 2000.
Commissioners Ioannou and Clabeaux expressed interest in attending.
c. Chair Alberts recommended changing the order of the Agenda so James
Walgren could give his presentation. The order of the Agenda was changed
to skip to New Business.
V. New Business:
1) Review of Draft Environmental Impact Report regarding The Mountain
Winery Conditional Use Permit and Architectural and Site Approval.
Community Development Director James Walgren gave a brief presentation
regarding the potential impacts if the proposed Conditional Use Permit is
approved. Discussion ensued among the Commission members. Mr.
Walgren indicated the main concerns regarding the project are: Traffic,
noise and aesthetics. A motion was made by Commissioner Ioannou as
follows: "The Parks and Recreation Commission recognizes that important
City Trail linkages pass through the Paul Masson Mountain Winery
Property. These are reflected in the 1991 Saratoga Parks and Trails Master
Plan, and the Commission recommends that such corresponding trail
easements be dedicated and improved." Commissioner Whitney seconded
the motion. The motion carried with 4 ayes and 1 abstention. Mr. Walgren
invited a representative from the Commission to attend the City Council
meeting on December 1, 1999, at 7:00 p.m., but noted it was not necessary
in order for the Commission's recommendation to be presented.
2) Jim Stallman and Jim Jeffery from the Bicycle Advisory Committee gave a
brief presentation to recruit a member from the Parks and Recreation
Commission to serve as liaison. Jim Jeffery noted the Committee meets on
the 3rd Monday of each month. Commissioner Ioannou volunteered to
attend the next me,ting on December 7, 1999.

VIII. Adjournment
Commissioner Whitney made a motion to adjourn the meeting and
Commissioner Clabeaux seconded the motion. The motion carried (5/0)
and the meeting was adjourned at 6:£4 p.m.
