Routine Organization A. Roll Call Present: Andei~son, Koepernik, Peck, Wyman Absent: Fine, King, Peepari Staff: Bradley Guests: Mrs. Ann Waltonsmith B. Approval of minutes from 7/13/99 The minutes were approved 4-0 C. Posting of the Agenda Pursuant to Government Code Section 94954.2, the agenda was posted on Wednesday October 6, 1999 D. Written Communications None E. Oral Communications Commissioner Koepernik provided the Commission.with an update on 14031 Saratoga Avenue. The Planning Commission reviewed the applicant's request to revoke the condition of approval requiring the frieze and denied her request and imposed a fine. The amount of the fine was to be determined by Planning Staff and the Heritage Preservation Commission. The applicant has finally complied with the frieze detail requirement and a fine still needs to be determined and assessed. Commissioner Koepernik stated that the fine should be $3,000 based on his and staff's assessment of the violations and the costs which have been incurred by the City in following up on the violations. The Commission discussed that an even larger fine could be justified, but agreed that $3,000 was a reasonable amount. II. Old Business B. None III. New Business A. None IV. Review of letter to owners of properties in the Heritage Resource Inventory list - Please read/edit and make final comments before this letter gets mailed out. The Commission provided comments for some changes. The Mills Act was also discussed and it was decided that soon after the letter goes out to the Inventory property owners the Commission will initiate a Mills Act proposal to the City Council, hopefully with some support from Inventory property owners. B. Discuss status of reprinting Saratoga's Heritage book ~ Please bring your books to the meeting, Commissioner Wyman would like to update some of the photographs and a number of properties have been added to the Inventory since the book was first published. I have added these to a list of those not photographed at the back and have also included an index which are attached for review. The Commission discussed the status of updating the book. It was decided that a second index should be added which would include a listing of the properties by address as they are listed in the Inventory. It was also decided that to the extent possible all properties that have been added to the Inventory, or were never included in the original book, should be included regardless of potential property owner opposition. VI.
