PLACE: Community Center Meeting Room, 19655 Allendale Avenue, Saratoga TYPE: Regular Meeting ROUTINE ORGANIZATION Roll Call Present: Commissioners Heid, Landsness, Mc Arthur-Bielinski, Voester~ and'~' Za~betti Absent: None Minutes None I. Election of Officers Commissioner Heid moved that Commissioner Zambetti be nominated as chairman. The motion was seconded. Chairman Zambetti then opened the nominations for vice-chairman. Commissioner Voester was nominated by Chairman Zambetti. The motion was seconded. There being no further nominations, the nominations were closed; Commissioner Voester was elected vice-chairman unanimously. II. Rules and Procedures for Commission Meetings Staff summarized the proposed rules and procedures which were based on the same rules and procedures as used by the Parks and Recreation Commission. Commissioner McArthur-Bielinski moved that the regulations proposed be adopted. Commissioner Heid seconded the motion which was carried unanimously. III. Review and Discussion of Heritage Preservation Ordinance General discussion on each section of the Ordinance occurred. Commissioner Heid had a question on Section l(b) of the Ordinance and indicated that the City would be iike]y to encourage compatibility of architectural styles within historic areas rather than try to strictly regulate compatibility. In discussion of Section 2(a), Chairman Zambetti suggested that the Commission might want to develop a list of natural features to be concerned with in the application of this §ection. ............. ~ CommissionerMc Ar~hi~r-Bielinski passed ar0und~opy of the .~,~ .............. two volume Gilroy Historic Building Study for the Commission to review It was suggested that the City might wish to do something similar. Section 3 was then briefly discussed. Chairman Zambetti indicated that the comprehensive survey required by Section 4(a) be the first priority of the Commission. The Histeric and Cultural Resources Inventory list was discussed as a good starting point~ but there were probably some gaps in the list. Commissioner Heid then suggested that the Commission should auto- matically consider all structures over 50 years old as potential candidates for the list. Other structures would have to be looked at more carefully before they could be considered. Discussion then followed on developing an application for historic designation. It was suggested that the form used in the Gilroy study could be adapted for use and that staff might know of other appropriate forms. Commissioners Voester and Landsness were to form a subcon~ittee to study appropriate applications. (Later in the meeting, Chairman Zambetti suggested that Commissioner Mc Arthur- Bielinski be part of the subcommittee.) Concern was then expressed about possible alterations to potential historic structures before the Commission could recommend their designation as such and the Council could act. Commissioner Heid moved that the Commission should recommend to the City Council that a 90-day moratorium be placed on issuance of building permits that would alter the exterior o~ those buildings on the Historic and Cultural Resources Inventory list, or any structure over 50 years old, so that the Commission would have adequate time to do the necessary research to allow them to recommend designations. Commissioner Voester seconded the motion which was carried unanimously. (The motion was later clarified by Commissioner Heid that a moratorium was not necessary since they did not want to stop construction but only wanted to review plans prior to issuance of permits and talk to the applicant about any proposed exterior changes.) Discussion then followed on generating publicity for the Commission's search for historic resources. An article in the Saratoga News was discussed as a possibility as well as other options. The Commission then decided its next meeting would be June 3rd at 3 p.m. Section 6 of the Ordinance was then discussed and Commissioner Landsness suggested that the Commission may need a form to notify a property owner that their property is being considered for an historic resource designation. During discussion of Section 6(d) "reasonable time" was defined as a period between 30-45 days. Review of the Ordinance stopped at page 11. Chairman Zambetti suggested that the Commission review Section 10 and think about appropriate fees for the various applications that will come before the Commission.
