Place: Community Center Meeting Room, 19655 Allendale Avenue, Saratoga Type: Regular Meeting mm~-- ROUTINE ORGANIZATION Roll Call Present: Commissioners Heid, Landsness, and M=Arthur Absent: Commissioner Voester: Minutes Commissioner McArthur indicated that she was not involved in the preparation of the Heritage Designation Application as indicated on page 2 of the minutes and therefore her name should be deleted from the second line of the second paragraph of that page. With that correction the reading of the minutes was waived and they were adopted unanimously. Commissioner Heid was elected as acting chairman since Mr. Zambetti had resigned as a Planning Commissioner and had to step down as Chairman of the Heritage Commission. I. Discussion of A~plication Form The Commission reviewed and discussed the application form for heritage resource designations and permits as revised by staff. Most of the Commission's questions were directed at clarifying the meaning and intent of the application and the possible benefits or detriments to applicants. The Commission suggested one addition to the Submission Requirements sheet which was to indicate that a site plan, exterior elevations and other work plans would not be required with an application solely for a heritage resource designation. With this addition, the proposed Heritage Resource/Permit Application was adopted unanimously. II. Progress on Potential Heritage Resource Candidates Mr. Zambetti briefly discussed the progress he made in contacting certain people and requested copies of the application so that he could pass them on to possible candidates. Commissioner Heid indicated that some of the properties shown on the Historical and Cultural Resources Inventory were outside of the City and perhaps should be deleted from the list. Commissioner McArthur s~ggested that the list be categorized by defining the historical eras of Saratoga and the architecture that reflects those eras. She also suggested that a Ms. Frances Fox, who teaches history, would be able to assist the Commission in this effort. Commissioner Held suggested that Melitta Oden might also be able to help. It was the consensus of the Commission that both 1 be invited to a study session on July 15th to discuss the historical eras of Saratoga. Commissioner McArthur volunteered to invite both Ms. Fox and Ms. Oden to the meeting. Commissioner Heid volunteered to categorize the Historical and Cultural Resources Inventory by era and building use prior to the July 15th meeting. III. VillaZge Historical District This item was suggested by Mr. Robinson, Director of Planning and Policy Analysis. Mr. Robinson indicated that staff, at the direction of the Planning Commission, was preparing a Village Overlay District which could add flexibility and control in terms of the uses allowed in the Village. Mr. Robinson stated there were advantages in com- bining the historic district designation with the overlay in that a: historic theme or activity could attract people to the Village and keep them there if there were a variety of commercial activities. General $iscussion then followed Mr. Robinson's comments on the types of uses and parking problems in the Village. The Commission then discussed the agenda for the next meeting which was to include the study session on defining the City's historical eras and character, priorities for historic resource designation, and Commissioner Heid!s categorization of the Historical and Cultural Resources Inventory.
