HERITAGE PRESERVATION COMMISSION
MINUTES

The reading of the minutes for August 5, 1982 was waived and the minutes
approved unanimously.
I. HISTORICAL ERAS OF SARATOGA
Prior to discussion on the historical eras of Saratoga staff
informed the Commission that Planning Commissioner Ed Bolger was
suggested by the Planning Co~mlission to fill the vacancy of former
Commissioner Gene Zambetti. Commissioner Bolger must still be
formally appointed by the City Council at their second meeting in
September.
The Commission then began discussing the factors that characterized
Saratoga's historical eras. There appeared to be an early lumbering
period (1850-1880), a resort cottage or bungalow period (1890-1920),
a pre-World War II transition period (1920-1940) and a post-war period
(1945+) for Saratoga. Agriculture was determined to be important to
the area from 1880 to World War II and all periods seemed to overlap
to some extent particularly in terms of architectural styles.
Each Commissioner then decided to take a potentially historic
building and do a report on it and how it fit into the historic eras
formulated by the Conmmission. Reports were to be due by the next
meeting on September 23, 1982.
The Commission then discussed how to implement the Heritage Preservation
Ordinance and where to start. It was hoped that someone interested
in preservation would come forward to ask for a designation to
give the Commission a positive start.
