HERITAGE PRESERVATION COMMISSION
MINUTES

Present: Commissioners Heid, McArthur, Bolger, Chairman Voester
Absent: Commissioner Landsness
Minutes
The reading of the minutes for September 2,''1982 waswaived and the
minutes approved unanimously with Commissioner Bolger abstaining.
I. FOLLOW-UP ON INDIVIDUAL COMMISSIONER'S ASSIGNbENTS
Commissioner Heid presented a map to the Commission dated
approximately 1852 which showed all of the various land owners
surrounding the Village areas. Discussion followed with the Commission
trying to relate the various historical structures to the same owners
in 1852 Assessor Map.
Warren Heid then went into discussion of the John Henry House
which was located at 14630 Big Basin Way, Saratoga. His explanation
included when the house was originally built, the background of the
individual who owned the house and the various owners who have owned
the house up to the current time. It should be noted that the building
is currently occupied by Warren Heid and Associates Architects.
There was a ~engthy discussion regardinN the
tax benefit an individual can or cannot recezve after they nave a
historical designation. Staff was asked to check with the City of
Gilroy to determine what their process is to see if it is viable and
applicable to Saratoga. In relationship to the tax benefit there was
discussion about the current process and Commissioner Bolger expressed
some concern that it may be too c~rso~e and that the residents and
business owners don't want to get involved with alot of red tape in
order to get their house designated. There was still some concern
about the limitations on property as a result of the Historical
Ordinance.
Commissioner McArthur discussed her findings on a house located
at 14683 Oak Street and indicated that the owners were very
enthusiastic about having the structure classified as a historical
house. Furthermore, she will be visiting the Lumblad House on
Saturday to find out more about the historical aspects of that
particular structure.
Chairman Voester related her discussion with Mr. & Mrs. Kahle
regarding the Julia Morgan House. There was discussions about when
the house was constructed and the possibility of trying to convert
it to a bed and breakfast in order to maintain the structure in a
viable manner.
The Commission discussed the concerns about not having any homes
to designate and at that time several Commissioners indicated that
they thought it would be very appropriate to givethe historical park
and both of the structures located on that a historical designation.
Commissioner Heid took the responsibility of filling out the application
and will be filing those at an appropriate time so the Commission can
deal with it next meeting. Commissioner McArthur also indicated that
she was interested in trying to pursue the application for the
structure at 14683 Oak Street and she also took an application and
will be working with those individuals.
There was some discussion about the importance of assigning
certain individuals certain responsiblities. The following assignments
were made by the Commissioners. The benefits of tax benefits for
historical designations - Commissioner Landsness. Application and
procedural activities - Commissioner Bolger and Chairman Voester.
Liasion with the newspaper - Commissioner McArthur and Heid. Issues
on the Heritage Lane - Chairman Voester.
Staff was asked to check with the Los Gatos-Saratoga Board of
Realtors regarding the possibility of having them donate a brass
symbol for those structures which have historical designations.
The next meeting will be held October 28th at 3:30 in the
Permit Review Meetin~ Room.
