PLACE: Permit Review Meeting Room, 13777 Fruitvale Avenue, Saratoga TYPE: Regular Meeting ROUTINE ORGANIZATION Roll Call Present: Commissioners Heid, Landsness, McArthur, Chairman Voester Absent: Commissioner Bolger Minutes The reading of the minutes for September 23, 1982 was waived and minutes approved unanimously. I. ELECTION OF NEW VICE-CHAIRMAN Nominations for Vice-chairman were opened with Chairman Voester nominating Commissioner McArthur. Commissioner Heid seconded the motion. Nominations were closed, there being no further nominations. Commissioner McArthur was elected as Vice-chairman unanimously. II. FOLLOW-UP ON ASSIGNMENTS FROM LAST MEETING Commissioner Landsness gave a report of her investigations into the Barbara Caldwell House on Big Basin Way. A written copy of this report will be kept on file in the Planning and Policy Analysis Department. She indicated there was a gap on the history of the building from 1903-1958. Commissioner Heid called Mrs. Caldwell and indicated he could set up a meeting with Commissioner Landsness, Mrs. Caldwell and himself to gather the information necessary to fill this gap. Commissioner Landsness stated that she thought the structure could qualify for the National Register of Historic Landmarks. She also talked to Mr. Ogilve of Santa Clara County about certifying the City's Heritage Preservation Ordinance and tax incentives. She has also received a copy of the Historic Preser- vation Element Guidelines from Sandra Elders of the State's Historic Preservation Office. Discussion then followed on the certification process and the need for certification. Commissioner Held suggested that Dennis Wardell of the City of Campbell would be a good source on the certification process since Campbell had its ordinance certified. The National Trust for Historic Preservation, with regional offices in San Francisco, could also be contacted on this process as well as the National Register Division in Washington, D.C. Staff was directed to investigate the certification process and report back to the Commission. Commissioner Heid volunteered to investigate whether the City should become a member of the National Historic Preservation Trust and report back to the Commission. Commissioner McArthur then delivered a brief report on her interview with the current owner of the building formerly known as the Lundblad Lodge. Commissioner Heid indicated he had spoke to the City Manager about filling out applications for historic buildings owned by the City excluding the former library. The Commission then indicated that the new version of the County's Heritage Resource Inventory Heritage Preservat~' Commission Minutes ........... October 28, 1982 Page 2 should be ordered from the County. Chairman Voester reported that she had checked with the City of Pleasanton on the issue of heritage lanes and found that there was no Heritage Commission or heritage lanes in Pleasanton. She also thought that Saratoga's current application would have to be revised to deal with ~eritage lanes. Commissioner Heid had also discussed the issue of Heritage Lanes with Judge Smith of Orchard Lane, who wanted to know what the benefits of a Heritage Resource Designation were. A general discussion then followed on the negative tone of the Heritage Preservation Ordinance and the need for incentives. Commissioner Heid pointed out that there did not appear to be a provision for someone to remove a Heritage Resource Designation once their property had been designated which might make them relucant to have their property designated with all the restrictions contained in the ordinance. (Staff has since found that Section 7 of the Ordinance does provide for termination.) After a brief report on the Sunday meeting of the Los Gatos Historical Society, which reactivated that group, discussion followed on revisions that might be necessary to the ordinance. Commissioner Landsness indicated she had received a pamphlet from the State that had summaries of Heritage Preservation Ordinances and elements from other California cities. The Commission decided it should keep a list of changes they feel should be made to the Ordinance. Other cities had a provision to delay demolition permits for 180 days for those structures that might have historic significance and the Commission felt that such a provision might be advisable for Saratoga. The Commission then decided that the next meeting would be held on November 17, 1982 (3:30 p.m.) at the Historical Museum (20450 Saratoga-Los Gatos Road). At that time the Commission wishes to review the slides taken of potential historic structures during earlier walks in the Village area. Melitta Oden of the Historical Society will be there to help the Commission sort out which structures are of historical significance. I I I.
