PLACE: Senior Citizen Wing-Community Center, 19655 Allendale Ave., Saratoga TYPE: Regular Meeting ROUTINE ORGANIZATION Roll Call Present: Commissioners Landsness, Voester, Chairman Mc Arthur Absent: Commissioner Heid Minutes The minutes for the meeting of May 25th were not available for review so the reading of the minutes was postponed to the next meeting. I. GOAL COMPLETION TIMETABLE Prior to discussion of the Goal Completion Timetable the Commission asked staff about the status of bringing new commissioners into the Commission. Staff indicated that the deadline for receipt of applica- tions for the Commissioners would occur later in the month, but it was not known when interviews would take place. The chairman indicated she would like to attend that meeting. Commissioner Landshess suggested that when something is deleted from the City's inventory, a notation should be made in the inventory as to why it was deleted. Discussion then followed on the information missing in the inventory. The Commission decided that the items in the inventory that are questionable should be reviewed at their next meeting. Chairman Mc Arthur suggested that the Commission should send a letter to the Historical Society, with a copy of the City's inventory, and invite them to participate in locating other potentially historic sites that should be on the City's inventory. Commissioner Voester indicated that the second phase of the inventory should be the collection of facts supporting the historic significane of these sites. The Chairman also stated that a system was needed to tie these references together by map and/or card file. Commissioner Landsness stated that the information could be organized by era and district. The Commission requested that staff find a map for the Commission to use in completing the inventory. The Commission also requested that staff look into the possibility of the City providing business cards for Commission members to use during their field investigations. The Commission felt this would make it easier to get the information needed. The subject of using volunteers to assist in research was also brought up and the problems involved with supervising volunteers. Minutes for the Herit ,e Preservation Commission page 2. of June 15, 1983 Commissioner Landsness suggested that a form letter without dates be developed so that people with historic structures can be asked to become part of the County or City inventories at any time. The Commission then briefly discussed the application forms for historic resources. Mrs. Gaspar indicated she would go over the application form carefully and give her input on the application to the Commission perhaps as a test case. The Commission requested that staff get a copy of the State Historic Building Code and, if possible, to make copies of it for all Commission members. Commissioner Voester asked if there were a State Code for streets or heritage lanes. She thought there might be such a code at the national level. The Commission requested that staff research how the Uniform Building Code can be amended to have more lenient standards for historic structures and report its findings to the Commission. The Commission continued the completion of its Goals and Objectives chart. The results of that work are attached. Discussion then turned to the County Inventory and the work Commissioner Landsness had done to complete the applications for inclusion in the inventory. The Commission requested that staff make a special file for these applications. Staff indicated it would mail the information on the proposed nominations to the County by June 27th. Commissioner Voester then brought up the issue of Lomita Avenue and the desire of some of its residents to have it designated as a heritage lane. The residents want to make more permanent improvements to Lomita as well, with the idea that the City would eventually take care of maintaining the street. Commissioner Voester had been contacted by Councilmember Clevanger regarding this and then met with Bob Shook (Director of Community Development) and the residents. After this meeting it was determined that a definition of what a heritage lane is was needed. Mr. Shook is involved with getting in- formation from other cities on how they handle heritage lanes. He would then tell that group what would be reasonable for a heritage lane. Commissioner Voester felt that the Commission should be involved with this definition and developing guide!~nes. The Commission expressed an interest in getting involved with this issue but did not specify when they would get involved. Discussion then turned to the inability of the Commission to find a 75 year old home for the Saratoga-Los Gatos Board of Realtors 75th anniversary within the city limits of Saratoga. One former home (Welch House) in the County might fit the requirements of the realtors but the City has no information on it. II. ADJOURNMENT The meeting was adjourned at 5:45 P.M.
