HERITAGE PRESERVATION COMMISSION
MINUTES
DATE: Wednesday, July 20, 1983, 3:30 P.M.

Present: Commissioners Heid, Landsness, Chairman Mc Arthur
Absent: Commissioner Voester
MINUTES
The reading of the minutes for the meeting of May 25, 1983 was waived and
the minutes approved unanimously. The reading of the minutes for the meeting
of June 15, 1983 was waived and the minutes approved with Commissioner Heid
abstaining since he was not present at the meeting.
UP DATE
Prior to dealing with the items listed on the agenda the Commission discussed
the progress being made on the goals discussed at the last meeting. Staff
indicated that the nominations for additions to the County Heritage Inventory
had been mailed in along with corrections to items already listed in the
inventory. Staff also reported that the City will provide business cards
for Commissioners.
The State Office of Historic Preservation was contacted by both phone and
letter but no response had been received. Item ~57 on the City's Historical
and Cultural Resources Inventory had been investigated by Commissioner Heid
who indicated the proper address of that structure was 20235 La Paloma.
Commissioner Heid had also contacted Louise Cooper of the Saratoga Historical
Society regarding a get together meeting with the Commission. Details of the
meeting time still needed to be worked out.
This joint meeting was then further discussed by the Commission. The Commission
decided that prior to the meeting copies of the corrected City Inventory
should be given to the Historical Society Board.
I. GOAL COMPLETION TIMETABLE
The Commission discussed its role in dealing with and encouraging Heritage
Resource Applications. Chairman Mc Arthur suggested that each Commissioner
take one potential applicant listed in the goals and objectives chart under
I.C. (1) and help the property owner through the application process.

Commissioner Landsness suggested that the Commission should wait for the
City's Heritage Preservation Ordinance to be certified before becoming
involved with specific applications. The Commission agreed with this point
and decided to wait until ordinance certification was completed before pursuing
the matter.
The Commission then discussed item III on the goals and objectives chart
which deals with encouraging public knowledge. Commissioner Heid felt the
Commission needs to establish its identity with the public, perhaps through
a town meeting. Chairman Mc Arthur suggested that a slide show could be used
to promote the Commission. Commissioner Heid indicated that tour brochures
of some historic sites were available.
The Commission decided to hold off further discussion of the goals and ob-
jectives chart until the new commissioners have been installed on the
Commission. The Commission felt it had enough to do now.
Discussion then turned to the wording of the Heritage Resource Applications.
Several of the commissioners felt the wording of the first page should be
made less frightening or moved to a different portion of the application.
The Commission decided it would create a introductory cover letter for these
applications.
II. REVIEW OF QUESTIONABLE ITEMS IN THE CITY INVENTORY
The Commission went through each of the items on the City's Historical and
Cultural Resources Inventory and made the following determinations:
92 - Remove from the inventory. Significant modifications made to the building.
97 - Pike Estate. Need a description and photo.
~13, #19, ~23 - Commissioner Heid to get further information on these items.
(919 - ownership; 923 name other than Kocher).
~28 - Correct to read Saratoga State Bank
#32 - Commissioner Heid to contact Melitta Oden for further information.
#34 - Indicate that this house will be moved to Parking District ~4 and con-
verted to an office.
#38 - Note that a porch was added to this building in 1961.
#41 - Commissioner Heid to investigate.
#49 - Commission decided this house should be known as the Luther Cunningham
Stone House. Photo needed.
#50 - Commissioner Heid to investigate.
~52 - Photo needed.
#57 - Should be known as Hayfield Carriage/Gatehouse owned by Nedjo Spaich.
Address - 20235 La Paloma
~59 - Property owner should be listed as Maxfield.

The Commisson also discussed whether the Nelson Gardens, the Congress Springs
Hotel site and spring, and Dr. Call's house at Hill Avenue and Montalvo Road
should be added to the inventory.
III. ADJOURNMENT
The meeting was adjourned at 5:30 P.M.
