HERITAGE PRESERVATION COMMISSION
MINUTES
DATE: September 21, 1983, 3:30 P.M.

ROUTINE ORGANIZATION
Roll Call
Present: Commissioners Cameron, Heid, Henderson, Kvamme, Landsness,
Chairman Mc Arthur, and Voester
Absent: None
MINUTES
The reading of the minutes for the meeting of August 24, 1983 was waived
and the minutes approved with Commissioners Heid and Voester abstaining
since they were not present at the meeting.
It was noted that Louise Cooper of the Saratoga Historical Foundation was
in attendance.
I. OLD BUSINESS
A. Correction/Clarification of Existing Inventory Items
Commissioner Henderson passed out a listing of the items contained in
the City's Heritage Resource Inventory Broken down by Historic Era's
already determined by the Commission. Commissioner Heid submitted
a list of additional information for various items in the City's
inventory. The Commission decided to discuss each of the items on
Commissioner Heid's List.
#5 Paul Masson Lodge. Commissioner Heid indicated that Mrs. Gaspar
wanted to make her own presentation on the historic information
she had on her property.
#7 The Commission decided that this item should be known as the Pike
Estate with a notation that it was built on what was known as
the Grandview Ranch.
919 The Commission decided to call this building the Marsh/Metzger
House. Chairman Mc Arthur indicated more information was needed
on this item.
#23 Commisssioner Heid indicated that members of the Historical
Foundation called this item the Green Star Building. Louise
Cooper stated that she did not know why the building was called
by that name. General discussion then followed on how the items
on the inventory should be named -- by historic name or a commonly
known name. Chairman Mc Arthur indicated that more documentation

was needed on this item before a name could be determined.
~26 The Commission decided this building should be called the Sam
Cloud Hay and Feed Store.
#21 This is a blank space on the City inventory which Commissioner
Heid thought could be used for the Webster/Sutro House on Douglass
Lane. However, it was determined that the Webster/Sutro House
was actually item #59 on the inventory.
932,33 The Commission decided to call both these items the B. Grant
Taylor House after general discussion on the use of names to
identify particular items.
941 The Commission determined that the Historical museum should be
known by its original name - The Hogg Drug Store.
948 Francis Dres~ler House. Additional information presented indicated
it was later owned by Jos. Cunningham and was built in 1880±.
#49 Luther Cunningham Stone House.
~50 No new information.
#57 It was determined that this item should be known as the Hayfield
Caretaker/Garage Building.
#58 The Commission determined that this item· should be known as the
Chauncey Goodrich "Hayfield" House. Staff is to determine the
correct address for this structure.
~63 This item should be known as the James Richards House.
#65 This item should be known as the Tibbet House.
969 Should be known as Meagher/Smiley (Casa Tierra).
B. Expanding the Inventory
Louise Cooper suggested that the Commission make a short presentation
on what it is doing to the Historical Foundation and then get into
the specifics of expanding the existing City inventory. Commissioner
Heid suggested that the Commission make a similar presentation to
the Historical Foundation as it gave to the City Council. It was
also suggested that copies of the existing inventory be made available
to the members of the Foundation at the time of the meeting.
Ms. Cooper suggested that the joint meeting between the Commission
and the Foundation be held on November 21, 1983 at 8:00 P.M. in the
Community Room of the Saratoga Community Library. Commissioner
Voester asked whether the Commission should list the places the
Commission thinks might have historic value and then ask the members
of the Foundation what they think. Ms. Cooper thought this was a
good method. Chairman Mc Arthur stated that this subject should be
placed on the next agenda.

Discussion then followed on bringing a map to the joint meeting to
aid discussion. Commissioner Cameron suggested that they color code
the map by era and identify each property by number. Commissioner
Henderson stated that the Commission needed to start with something.
The Commission felt that a larger scale map of the Village would be
helpful since that is where most of the inventory items are located.
The Commission decided to work on the map Thursday, October 6th.
Commissioner Landsness then mentioned that one of the Planning
Commissioners indicated the Heritage~PreseruationCommission's
input on the Village Plan would be desireable.
Commissioner Henderson indicated that one inventory list was needed
rather than three separate lists with different infomation on each.
The inventory could contain a separate column for era's. General
discussion then followed on how the inventory lists could be con-
solidated. Chairman McArthur expressed the hope that this could be
accomplished with the assistance of Commissioner Kvamme's computer.
Chairman McArthur asked the Commission members to bring addresses
of the structures that could be considered for the inventory and be
reviewed by the Historical Foundation. Commissioner Voester suggested
that an article be put in the newspaper to ask for suggestions from
residents. Commissioner Cameron thought the joint meeting could be
used as a springboard for other activities. Commissioner Landshess
suggested that a form be handed out at the meeting so that people
with potential historic structures could fill them out and return
them to the Commission. Commissioner Heid expressed concern that
those people filling out the form knew what the criteria were for
Heritage Resources. Discussion then followed on whether the criteria
should be in the newspaper article or placed on the form itself.
Commissioner Kvamme then mentioned that a Mr. Peck wanted the milk
barn on the Oddfellows property reviewed for historic significance.
Discussion then ensued on controlling the demolition of historic
structures and other concerns. Commissioner Henderson stated she
wanted to investigate the potential incentives for Heritage Preserv-
ation Chairman McArthur then asked the Commission to think about
suggestions for getting other people involved and getting docu-
mentation on potential heritage resources.
II. NEW BUSINESS
A. Computerization of Inventory
Commissioner Kvamme passed out a sample of the inventory format she
was experimenting with on her house computer. Discussion followed
on getting photographs for this type of format and staff was asked
to find the negatives for the photographs in the City's blue binder.
B. Progress on Heritage Preservation Designations
Chairman McArthur reported that Mrs. Gaspar (Paul Masson Lodge) had
been too busy to fill out the application and that Mr. Borelo (San
Tomas Grammar School) had thought he had already applied. Staff in-
dicated that no application had been received. Commissioners Landshess
and Kvamme had talked to the business manager of Mrs. Brozda regarding
the designation of her property. However, it did not appear that Mrs.
Brozda was aware of what was being proposed.

C. Historic Element for the General Plan
The Commission discussed the use of a Historic Element as a basis
for Heritage Preservation ordinances with more teeth, particularly
the creation of ahistoric zoning district. Commissioner Heid
asked what the time frame for the adoptin~of such an element
would be. Staff responded that the General Plan can only be
amended three times a year and the next amendment probably would
not occur till December. Chairman McArthur stated she has asked
Commissioner Cameron to take on the responsibility of investigating
this type of element. Staff indicated that the Commission should
contact the City Council first to determine if the City would
entertain the adoption of a Historic Element. Discussion then
followed on getting examples of Historic Elements from other communities
to give the Commission ideas for such an element for Saratoga.
Commissioner Landsness reported that a portion of the reference
section in the Saratoga Community Library had been set aside for
Heritage Preservation Materials. She thought this area should be
called the Robinson Heritage Resource Collection. The rest of the
Commission concurred with this idea.
