HERITAGE PRESERVATION COMMISSION
MINUTES
DATE: February 29, 1984, 3:30 P.M.

ROUTINE ORGANIZATION
Roll Call
Present: Commissioners Cameron, Heid, Henderson, Kvamme, McArthur,
Voester, and Chairman Landsness
Absent: None
I. NEW BUSINESS
A. Proposed Commission Budget
Commissioner Voester passed out City expense statement forms
for the miscellaneous expenses of individual commissioners.
Commissioner Cameron said the Con~ission should make an effort
to formalize a budget for the City. Chairman Landsness in-
dicated she would find out the deadlines for presenting a
budget for next year.
B. Committee Assignments
Commissioner Mc Arthur indicated she contacted Paul Alley at
the Department of the Interior's National Park Service,
Division of National Register Programs. He recommended that
the Commission contact the State Office of Historic Preservation
to have a field check of the proposed historic district
boundaries before much additional research was completed.
Aaron Gallup of that office was contacted and he said someone
would be scheduled to make a field check as soon as Marion
Mit~h~il' Wilson received a written request for a field check.
A draft letter was given to Chairman Landsness to be typed for
this purpose.
Commissioner Heid recommended that when the field checker
comes out that he review more than just the Oak Street area.
1. Resource Designation Committee:
Commissioners Henderson and Voester - will assist interested
citizens with designations.
2. Education Cor~nittee: Commissioners Kvamme, McArthur, and
Chairman Landsness - Town Meeting; Public Information
Programs; Promotion of Commission goals.

II. OTHER BUSINESS
Commissioner Heid submitted an application to designate the Villa
Montalvo as a Heritage Resource. The Commission wished to add the
following comment to the application:
"The Commission is delighted to have the Villa Montalvo as the
second application for a Heritage Resource Designation. We feel
fortunate to have this structure in our community".
The Commission made the following finding regarding the application:
"This fine example of Italian Villa style architecture has
been preserved intact as constructed in 1912 by Senator
Phelan and is now enjoyed as a cultural center of the arts.
It is a stately structure worthy of this designation".
Commissioner Voester moved that the Commission recommend that the
City Council designate the Villa Montalvo as a Heritage Resource
of the City of Saratoga Commissioner Henderson seconded the
motion which passed unanimously.
Commissioner Voester and Chairman Landsness submitted a sample
certificate proposed for the recognition of Heritage Resource
designees. Commissioner Kvamme will be working on this.
Commissioner McArthur showed a sample handout entitled "Answers
to Your Questions About Historic Preservation". She indicated
she would revise it for resubmittal to the Commission.
Chairman Landsness suggested that the Commission try to have a
logo designed to use on certificates and brochures. Every
commissioner was asked to bring sample logo ideas for the next
meeting.

The meeting was adjourned at 5:00 P.M.
