HERITAGE PRESERVATION COMMISSION
MINUTES
DATE: Wednesday, April 18, 1984, 4:30 P.M.

ROUTINE ORGANIZATION
Roll Call
Present: Commissioners Cameron, Heid, Voester, and Chairman Landsness
Absent: Commissioners Henderson, Kvamme, and Mc Arthur '

Commissioner Voester indicated that a correction to the second paragraph of
the first committee report on page 3 of the March 21, 1984 was necessary.
Chairman Landsness did not show any photographs of houses on Quito Road but
she did have such photographs. With this correction the Commission waived
the reading of the minutes for the meetings of March 21, 1984, and April 4,
1984 and approved the minutes with Commissioner Heid abstaining.
I. OLD BUSINESS
Commissioner Voester said she had received a list of structures added to
the County's historic inventory. She checked with the County as to the
status of the corrections to this inventory suggested by the Commission
as well as the structures nominated for inclusion by the Commission. She
found ~hat the corrections will be included automatically in the next
revised inventory but that new nonimations were to be field checked so
there would be some delay.
II. NEW BUSINESS
A. Application for Designation - Judge Foster House
The applicant was not present to answer Commission questions about
the movement of, and modifications to, the structure proposed for
designation so this item was continued to the meeting of May 2,
1984.
B. Budget Details for City Council
The Commission discussed the following details of its proposed
budget:
1. Consultant Fees ($300) - Covers the cost of guest speakers for
the upcoming town meeting with expertise on historic Dreservation
and tax advantages.

2. Printing Costs ($500) - Covers the cost of printing brochures
for the upcoming town meeting and house tour and invitations to
the town meeting for propertyowners on the City inventory.
3. Noticing ($100) - Covers the cost for mailing notices and publications
of the town meeting in the newspaper.
4. Conference Travel Expenses ($200) - Covers the cost for commissioner
and consultant expenses (e.g., meals, lodging, etc.)
5. Mileage ($100) - Covers costs of trips primarily to the Office
of Historic Preservation in Sacramento and the National Historic
Trust in San Francisco.
6. Office/Stationary Supplies ($200) - Covers cost of paper and
drawing supplies for brochure preparation and other items.
7. Publications ($300) - Covers cost of books and periodicals for
Commission use and for the Robinson Heritage Resource Collection
in the Community Library.
8. Meeting Expenses ($100) - Covers the cost of refreshments and
miscellaneous expenses for the town meeting.
C. Press Coverage
Staff indicated that the editor of the Saratoga News wanted the
Commission to get photographs of structures on the inventory to
him as soon as possible for publication in next week,s paper.
Chairman Landsness indicated she would write a short description
of the photographs. Commissioner Voester asked whether a present-
ation of a certificate to the Foothill Club was being prepared for a
newspaper article. Chairman Landshess indicated she had been in
contact with representatives of the Foothill Club on this item.
D. Demolition Permit Delay
Commissioner Cameron stated he would be receiving copies of mod~l
historic preservation ordinances from the National Historic Trust
which deal with the demolition permit delay issue and the problem
of property owners and their ability to "veto" a designation desired
by the City. Discussion then followed on possible ordinance alter-
natives.
Staff mentioned that the environmental review process can be used to
gather information and perhaps delay demolition permits for structures
on the City's inventory. This can be done on a staff level as part
of the City's environmental assessment project.
E. Historical Overlay Zone
The advantages of an historic overlay zone over the existing heritage
preservation ordinance were discussed. The main advantage is that
the decision to designate an historic district is within the control
of the City rather than a certain percentage of the property owners.

III. OTHER ITEMS
Commissioner Voester discussed the heritage designation application she
was working on for Central Park, Copies of the draft application were
passed out and Commissioner Voester asked the Commission to review the =
application and make corrections. The findings that must be made for
such applications were also discussed.
Commissioner Voester indicated more information was needed for the
application and Commissioner Heid offered to find out who was the
previous owner of the park. It was thought that Mr. Seagraves may
have owned the property.

The meeting was adjourned at 5:35 P.M.
