HERITAGE PRESERVATION COMMISSION
MINUTES

Present: Commissioners Cameron, Henderson, Kvamme, McArthur, Voester and
Chairman Landsness
Absent: Commissioner Heid
Minutes
The Commission waived the reading of the minutes for the meeting of September 5,
1984 and approved the minutes with Commissioner Mc Arthur abstaining since
she was not at the meeting. The Commission also waived the reading of the
minutes for the meeting of September 19, 1984 and approved the minutes
unanimously.
I. OLD BUSINESS
A. Follow-up on Town Meeting
The general consensus of the Commission was that the meeting had gone
well for a first effort. Chairman Landshess stated she had asked
Jane Ellison for guidelines for Historic District Design Review and
other information. Ms. Ellison sent that information and suggested
that the Commission get professional help to draw up the design
guidelines. Commissioner Mc Arthur suggested that a copy of Ms.
Ellison's letter be sent to the Planning Commission.
Chairman Landsness indicated that the Town Meeting invitation looked
to much like bulk mail and many were thrown out. The use of City
Letterhead and envelopes might have been more effective. The
invitation might also have been mailed out too early.
Commissioner Voester asked what the Commission should be doing next.
Chairman Landsness stated that a work session with the City Council
was needed to present the Commission~ problems especially with the
existing ordinance. Commissioner Cameron suggested that active
follow-up was needed including some new applications. Commissioner
Voester indicated that the William King house on Oak Street would
be coming up. Commissioner Cameron indicated that the follow-up should
be played up in the paper and be made ongoing. Chairman Landsness
stated she had talked with the new editor of the Saratoga News and
that there would be an article on the Commission in the October 31st
edition.

II. NEW BUSINESS
A. Informal Review of Addition at 14199 Saratoga Avenue
The applicant's designer, Richard Quenneville, briefly described
the proposed addition to this potentially historic structure.
Apparently the house was a product of many additions over the
years. Mr. Quenneville indicated that the chimney would have to
be removed since it was only held together with mortar. The
columns used in the addition would match those used in the existing
dwelling and hand made wood frame windows would be used.
The Commission made the following~ comments' abou% the proposed
addition:
1. The balusters for the second level deck should not use
spindles; straight and square balusters were more in
keeping with the design of the structure.
2. The addition should maintain simple lines consistent with
the pioneer style derivative that the existing dwelling exemplified.
The Commission then went on to a general discussion of how design
review would work in a historic district. Discussion also ensued
as to the nature of the design guidelines to be used, the importance
of having guidelines available to hand out at the counter, and
having a professional help develop the guidelines.
Commissioner Mc Arthur suggested that a letter be sent to Mr.
Quenneville with copies to the Planning Commission and City
Council outlining the Heritage Preservation Commission's comments
and thanking him for the opportunity to review the plans. Staff
suggested thatthe Commission's minutes could be used by the Planning
Commission and City Council.
B. Changes/Corrections to City Survey
Commissioner Voester passed out a hand written list of corrections
to the City Survey prepared by Melitta Oden. Mrs. Oden had
suggested in her comments that new era's, such as those used by
the County in 1962, be utilized by the City. Commissioner McArthur
commented that the County's breakdown of historic eras may not be
relevant to Saratoga's specific history.
Before discussing the detailed corrections, Chairman Landshess
asked for help from other Commission members in preparing a pre-
sentation to the City Council on what is needed, and why, in the
creation of an Historic Overlay Zone and Design Review guidelines
for that zone.
The Commission then discussed the following corrections to each
survey item:
91 - Exact date of construction was 1881
#2 - New assessor's parcel number is 393-25-023

#3 - Reference to use as a hunting lodge should be deleted.
#5 - This structure was also not a hunting lodge but was considered
a 'chateau' used to entertain Mr. Masson's friends. The
architect was identified as Henry C. Smith.
Commissioner McArthur commented she wanted to review the original
notes prepared by staff which put together the survey before
finalizing any changes.
#6 - The Garrod's settled on the property in 1894. Discussion
then followed on the need for a newphotograph more representative
of the historic structures on the site.
After some discussion the Commission decided to delete the period
designations shown on the survey.
III. ADJOURNMENT
The meeting was adjourned at 5:30 P.M.
