HomeMy WebLinkAbout01-16-1985 HPC Minutes CITY OF SARATOGA HERITAGE PRESERVATION COMMISSION MINUTES DATE: Wednesday, January 16, 1985, 3:30 p.m. PLACE: Saratoga Community Library, 13650 Saratoga Avenue, Saratoga TYPE: Regular Meeting ROUTINE ORGANIZATION ROLL CALL Present: Commissioner Cameron, Heid, Kvamme, McArthur,Voester, and Chairman Landsness Absent: Commissioner Henderson MINUTES No minutes. I. New Business A. Grant Application for Saratoga Foothill Club Mrs. Smythe from the Saratoga Foothill Club asked for the Commission's assistance in getting funding for repairs. She indicated that she had a grant application from the National Trust for Historic Preservation and needed assistance in filling it out. She was also looking for moral support. The funding would partially be used to ob- tain help from an architect in determining what needed to be done. Commissioner Heid suggested other groups that might provide funding. Staff suggested that HCDA money might also be available but it was later determined that those funds must be spent to benefit low to moderate income households. The Commission then discussed other properties that might benefit from HCDA monies. Commissioner Heid indicated that the club would need bids for roofing, etc. Commissioner McArthur stated she would help Mrs. Smythe fill out the application. B. Election of Chairman and Vice-Chairman Commissioner Cameron nominated Commissioner Landsness to the posi- tion of Chairman and Commissioner Held to the position of Vice-Chairman. Commissioner McArthur seconded the nomination. Both were elected un- animously. The consensus of the Commission was that important projects were underway and it was not a good idea to change leadership at this time. The Commission then discussed the purposes of the Mayor's Committee on the Village. Chairman Landsness stated she wanted to make sure that the Committee paid attention to the historic nature of Saratoga. 2 Commissioner Voester distributed copies of a Heritage Designation application for the William King House for the Commission's review. Commissioner Heid indicated that further investigation was necessary and that he wanted to look at photographs available through the Historic Foundation. Chairman Landsness indicated that changes to the structure should be noted and the owner encouraged to restore it to its original style. Commissioner Heid stated he would report on the changes he finds in the structure and define the structure's style. The Commission then discussed the status of the Zambetti applica- tion. The Commission directed staff to inform Mr. Zambetti that the City will hold the file until April 10, 1985 and that it must be acted on before then or a new application would be needed. It was also noted that ordinance changes in the future might affect the application. Commissioner Voester asked if the Commission wished to fill out Heritage Designation Applications for City owned properties on the survey. The consensus of the Commission was to go forward on those applications. Chairman Landsness suggested that Louise Cooper be con- tacted to work on the Historic Museum application with Commissioner Heid's assistance. Chairman Landsness stated that SB-2321, requires the use of the State Historical Building Code by local governemnts. Staff indica- ted that this item would be discussed with the City Attorney and the Senior Inspector. Staff will also get two copies of the State Historical Building Code. The Commission also discussed designating the remaining foundation of the Congress Springs Hotel as a Heritage Resource. Commissioner Kvamme gave a brief rundown on the upcoming April 14th Historic House Tour. II. Old Business A. Correction to City Historic Survey Commissioner Voester commented that the number one item in the sur- vey should be the landmark sign designating the City as a State Land- mark and then have the Memorial Arch used. 27 - Present owner is Melton Borden. But Commissioner Heid indicated he would check to determine if there are other owners. 28 - No changes. 29 & 30 - These items are contained in the same building which should be called the Hogg Building Business Center. Built by Johnson Kerr in 1910, Dr. Robert L. Hogg purchased the property in 1912. The building's original tin ceiling remains. It contained a general store, meat market, jewelry store, barber shop and - the Saratoga Drug Store, the oldest business at the same location in the Village. The Post Office was in this building from 1910-1964. The next meeting was scheduled for February 6, 1985. III.
