SARATOGA HERITAGE P,~,ESERVA¥)ON CQMMIS~IQ~, MINUTE~ DATE: Wednesday, February 6, 1985, 3:30 p.m. PLACE: Saratoga Community Library, ~3BS0 Saratoga Avenue, Saratoga TYPE: Regular Meeting ROUTINE ORGAN!ZAT_j Rpi ca.it Present: CoMmissioners Cameron, Held, Voester end Chairman Landshess Absent: Commissioners Henderson, Kvanme, and McArthur Prior to discussion of the minutes Chairman Landshess announced that Commissioner Henderson would be resigning. Discussion then followed on the need for a replacement and whether criteria should be developed to help the Council make a new appointment. MINUTES Commissioner Voester suggested corrections to the minutes of Oecember S, )984 to make them more useful in correcting the City Survey of Heritage Resources. 8¢ter adopting these corrections the Commission waived the reading of the Minutes of the meetings of December S, 1984 and January 18, 198S and approved the minutes unanimously, Discussion followed on keepinQ Commissioner Voester's notes as a check for the ~urvey, I. OLD BUSINESS A. HP-S, Application for Heritmge Resource Designation - William King House Commissioner Heid presented written comments to be included with this application which described the William King House. Oiscussion then followed on what the architectural style of the house was and the need for the use of a single source to make these sorts of determinations consistently. It was the consensus of the Commission that the style of the house was Two-Story Pioneer. After further discussion of the contents or Commissioner Heid's comments on the house, the Commission adopted these comments unanimously. The Commission then discussed the criteria under which this structure qualifies as a Heritage Resource and determined that the structure qualified under criteria {a), (b), and (c) of Section S, Ordinance No. 66. The Commission requested staff to complete the report <application) and bring it back for a vote by the Commission. B. Corrections to Cltv S~rve~ ~28 - This structure was once known as the Garden City Bank according to Commissioner Held who also indicated he would verify this, Commissioner Voester then asked the Commissiner to revie~ some New Business - the Hakone Park application for Designation as a Heritage Resource. Commissioner Voester also indicated that she had distributed applications for the designation of Heritage Resources to a variety of people. Commissioner Held stated that the Historic Foundation would take the lead in preparing the applications for the museum, the Village Library, and the Chamber of Commerce building. Discussion then turned to the Hakone Park application which still had questions %o be completed. The remodeling of the lower house and the historic significance of the park were discussed. The Commission decided that %he followimg comments should be added to the application: "Hakone Park is an outstanding example of an authentic J6panese garden and accessory structures. It is renowned as one of the beet Japanese gardens in the United States. It has been recognized as an important resource by the Japanese through representatives of the City's sister City - Muko-shi, Japan," The Commission determined tha~ Hakone Park met criteria (a), (c), (d), and (Q) of Section S, Ordinance No. B6 and directed staff to complete the application for final action by the Commission. C. Follow-up on Historic Building Code Staff reported to the Commission that the Historic Building Code was already in effect and no further formal action by the City was necessary. II. NEW BUSINESS Chairman Landshess indicated she wished to pursue putting up a sign in Central Park with the Parks and Recreation Commission. The purpose of the sign is to help the residents understand that the park is a Heritage Resource and make sure the park is preserved. The Commission then discussed the issue of conflict of interest in general, The Commission also indicated t~at the front page of the Heritage Resource 8pplication should state that it is the duty of the property owner of a Heritage Resource to maintain the resource in good condition. Commissioner Uoester wanted to 5end a letter and an application to all prDperty owner~ that they were not residents of Sara%oga.
