MINUTES

The Commission waived the reading of the minutes for the meeting of
February G, 1$8S and approved the minutes unanimously with Commissioner
McArthur abstaining since she wms not at the meeting.

R. HP-S, Application for Heritage Resource Designation - ~illia~
King House
Chairman Landsness read the findings for this application prepared by
staff and ~ade part of the relypad application. Commissioner Cameron
Moved to approve the proposed designation with the findings as
prepared. Commissioner Voester seconded the motion which was then
approved unanimously.
I~ wa~ noted that Jennifer Taylor, the present owner of the property,
wms thm first private property owner to apply for a Heritage Resource
Designation. It was decided that this should be mentioned at the time
of the City Council meeting. Discussion then followed on the
presentation of a certificate and contacting the newspaper.
8. HP-6, ~pplication for Heritage Resource Designation -Hakone Park
Staff indicated that the application had been relypad and was ready
for Commission consideration. Chairman Landshess read the findings
prepared by staff. Commissioner Mc~rthur suggested that the
CoMmission hold a meeting or tea at Hakone to celebrate the
designation perhap~ with other designees. ComMissioner Voester ~oved
to approve the proposed designation with the findings as prepared,
Commissioner Kvamme seconded the motion which was then approved
unanimously,
Commissioner Voester suggested that the item "Corrections to Survey"
be dealt with at the end of the agenda. The Commission agreed to this
and proceeded with other items.
Commissioner Voester indicated that additional brochures were needed
at the museum. Commissioner McArthur stated that new ones would be
reprinted and that the house tour was on schedule. Commissioner
EvamMe stated that they had met with the property owners and History
Center Volunteers. Staff contacted the City's insurance carrier and
had determined that the function would be covered. Oiscue~ion on
parking for the event then followed. The Commission wanted to
encourage people to park in the Village and walk to the niles.
Chairman La~dsness indicated ehe would put the names of the testawants
which provided food on the program.
Chairman Landshess gave a report on the activities of the Village
Committee and stated that Commiestoner Cameron had joined her at the
last meeting which dealt with aesthetics and design, She indicated
that the response from other cities for her request for information on
this subject was overwhelming. The Pacific Grove guidelines in parti-
cular could be adapted to Sarainca's purrones. The idea of e broad
Historic Overlay Zone was not accepted but there was a recognized need
for design criteria in the commercial area.
Commissioner Cameron indicated that the reed for guidelines would
require some amendments to the Zoning Ordinance~ He also stated that
there was a need to contact somebody knowledgable in design to do the
guidelines. There was a need for an overall design plan which could
be implemented. The piecemeal development of the Village does not
match any design theme.
Chairman Landshess stated that the street lamps had the right
character. Discussion the~ followed on the people that could create
design guidelinen. Commissioner Cameron suggested that the designer
could come up with a tentative proposal to be reviewed by the City.
The feeling of the Village going downhill and the negative feelings of
the merchants were also discussed.
Commissioner McGrthur Mentioned that Jane Ellison had indicated that
the City's Heritage Preservation Ordinan0e was too passive and might
have to be Made more aggressive %0 benefit the City. Chairman
Landshess suggested some proportion in the Village the Commission
should try to get designated. More discussion then followed on
whether the existing ordinance should be modified if an overlay zone
could not be established. Commissioner Cameron suggested that the
City use a Pacific 6rove type brochure. Perhaps a Village Design
Overlay could be developed with an historic basis. Chairman Landsnose
requested that staff prepare a letter on how a Village Design Overlay
would work.

Commissioner Voester stated that the board for the Madfonts Cemetery
had turned down her request to designate the site as a Heritage
Resource. Oiscussion then followed on why the Cemetery District would
be concerned. Commissioner Voester indicated she had given an
application to Mary Moss ~o be filled out for the old Village Library
which s~e passed on to staff to type.
Discussion on changes to the cover letter of the resource designation
applications was discussed. tt was determined that a separate letter
for property owners living outside of Saratoga should be created.
Commissioner Voesier indicated she would apply to be reappointed to
the Commission. Oiscussion then followed on the status of new
applications for the vacant slot on the Commission. Staff indicated
that no new applications had been received. It was suggested that an
application be sent to Norman Koepernik because of his experience with
historic preservation projects in San Jose.
Staff indicmted tha~ i% was budget time again and asked the Commission
about remaining expenditures expected by the Commission this fiscal
year and the next. The Commission expressed a desire to have a
separate account for Commission activties which would contain the
funds the Commission expects to garner from the house tour. The
Commission wanted to be sure that this money would be sat aside for
Commission activties such as publishing the survey. It was indicated
that $7S0 was needed for brochure printing and $200 was needed for the
tour programs this fiscal year. The Commission anticipated e budget
of about $2S00 would be needed next fiscal year.
Commissioner Voester suggested that something be done for the people
that have designated their property such as a plaque of etched metal.
General discussion then followed on this subject,
