HERITAGE PRESERVATION COMMISSION
MINUTES
DATE: Wednesday, April 17, 1985, 3:30 p.m.

ROLL CALL
Present: Commissioners Cameron, Heid, McArthur, Voester, and
Chairperson Landshess
Absent: Commissioner Kvamme
MINUTES
The Commission waived the reading of the minutes of the meeting of
March 6, 1985 and approved the minutes unanimously with
Commissioner Heid abstaining since he did not attend that
meeting. The Commission also waived the reading of the minutes
of the meeting of April 3, 1985 and approved the minutes
unanimously with Commissioner McArthur abstaining since she did
not attend that meeting.
I. OLD BUSINESS
A. Report on House Tour
Commissioner McArthur reported 994 tickets were sold
through the mail, 146 tickets from the History Center and
15 at individual homes. Total proceeds were $13,860 and
costs were $3,110. Discussion of how the proceeds were
to be divided between the City and the History Center
than followed.
The Commission then discussed the crowd looking at the
exhibits and the interest generated by the tour.
Possible homes for the next tour were discussed.
Chairperson Landsness indicated that a letter needed to
be addressed to the City Council regarding whether this
money should be put into the City Budget or into a
separate trust fund/foundation. Commissioner Voester
suggested that the Commission develop ideas for the use
of the money and explain these ideas in the same letter.
Discussion then followed on whether the Commission

would still receive some funding from the City or if
these funds would be used for Commission support.
Commissioner Voester asked if the Commission should
conduct another tour next year or would that be too soon?
Commissioner Cameron commented that the next tour should
not come down in performance compared with this year's
tour. The importance of the History Center volunteers
was discussed. Commissioner McArthur stated that if a
connection with the History Center is not maintained
every year the City may lose its support. Commissioner
Heid asked what buildings would be used next time.
Chairman Landsness indicated that Mr. Pinel (Fox and
Carskadon) knows of some homes that could be used.
Discussion followed on appropriate "Thank yous" for those
who participated in the tours. Commissioner Voester
indicated that something tangible, like a plaque, be
given to those people that allowed their homes to be
used. Commissioner McArthur suggested a proclamation or
resolution adopted by the City Council. Commissioner
Heid volunteered to write the text of these resolutions.
Staff indicated that the Deputy City Clerk would be
consulted on procedure. Commissioner McArthur suggested
that the homeowners be invited to the Council meeting for
a presentation.
It was determined that a request for these
resolutions should be put in the report to the City
Council. Discussion then returned to how the tour funds
would be used including brochures, plaques, and other
items. Chairperson Landsness expressed interest in working
on revising the walking tour. The Commission agreed to
think about the matter and discuss it at the next
meeting. Discussion then followed on adding certain homes
(Kvamme, C~swell) to the City survey.
B. HP-7, Application for Heritage Resource Designation-
Saratoga Historical Museum
This item had been continued from the last meeting so
that Staff could prepare findings. Commissioner Heid
moved to accept the findings as written by Staff.
Commissioner Voester seconded the motion which was passed
unanimously.
Commissioner Heid then explained the last meeting on the
Montalvo Plan as a member of the Montalvo Board. This
meeting was for a preliminary review of the plan which
covers vehicle movement, parking, road alignment,
restoration of landscaping, work and maintenance areas,
and the elimination of the County Arboretum. The site
would basically remain the same. The neighbors expressed
concern about growth in use. The meeting was considered
a good start.

II. NEW BUSINESS
A. HP-9, Application for Heritage Resource Designation -
Saratoga Village Library
The Commission discussed corrections to the application
and indicated that the style of the structure was
modified California Spanish Revival. Commissioner
Heid explained the comments he added to the
application. The Commission determined that criteria
a, b, c, d, and e should be used in the findings for
this application.
Chairperson Landsness reported on the progress of the
Village Committee. That group determined that a Design
Overlay for the Village would be more appropriate than
an Historic Overlay. This ordinance would describe the
historic significance of the Village. The major thrust
of the overlay would be design considerations and a
brochure containing design guidelines.

The meeting was adjourned at 5:43 p.m.
