HERITAGE PRESERVATION COMMISSION
MINUTES
Date: Wednesday, June 5, 1985, 3:30 p.m.
Place: Community Center Meeting Room, 19655 Allendale Avenue,
Saratoga

Present: Commissioners Cameron, Heid, Koepernik, Kvamme,
McArthur, Voester, and Chairperson Landsness

I. OLD BUSINESS
A. Use of House Tour Proceeds - Letter to City Council
Chairperson Landsness stated that the $4,700+ proceeds
from the tour will be put in a heritage fund. This money
should earn interest as part of the City's General Fund.
Commissioner McArthur passed out a report on these monies
from the History Center.
Chairperson Landsness indicated that the a checkcontaining
the monies collected willbe sent to the City. Discussion
then followed on how this money should be spent and the
letter to be sent to the Council. Publication of the
City Survey in book form was discussed as the major use
for the funds. Publication cost was estimated at $7,000.
Commissioner Voester suggested the money be used to
create plaques for designated Heritage Resources.
Commissioner Koepernik roughly estimated the cost of such
plaques between $50 - $125 a piece. Discussion then
followed on standardizing the plaques to keep costs low.
The consensus of the Commission was to use brass for the
plaques rather than other materials. Commissioner
Koepernik was assigned the task of investigating plaque
cost, design, type, etc. Placement of these plaques on
buildings or the sites was discussed.
The Commission then discussed getting together with the
Historical Foundation to develop a walking tour handbook.
This handbook should be done in conjunction with
realtors, merchants, etc. for distribution and money
raising. Commissioner Heid commented that printing the
walking tour on newsprint would not be expensive.
Mailouts to residents describing the historic nature of
the City were discussed.
B. HP-9, Application for Heritage Resource Designation -
Saratoga Village Library - Findings
Staff stated that the findings for this application had
not yet been drafted for Commission review and that this
item should be continued to the next meeting.
Discussion then followed on application file numbers
versus Heritage Resource Designation numbers. It was
determined that Designation numbers be assigned later
rather than at the time an application is filed.
II. NEW BUSINESS
A. Timing of Next House Tour
Chairperson Landsness stated that the Commission should
decide if a new house tour should be conducted next year
and, if so, what date the tour should be held. The Villa
Deodora and Seven Oaks were considered possible sites.
Commissioner Voester commented that the Commission must
determine if these and other potential sites had
sufficient historic interest.
Commissioner Heid moved to have the tour next year if
appropriate homes could be found. Commissioner Cameron
seconded the motion which the Commission approved
unanimously. The Commission also decided that the tour
should be conducted the same time next year - a Sunday
in April. Commissioner Heid suggested that numbers 16,
33, 53 and 59 on the City Survey be considered for the
tour.
Commissioner Koepernik commented that the Commission
should not try to top this year's tour but should try to
do something new each time to maintain interest. He
suggested a tour of Historic Commercial Buildings as an
example. Discussion then followed on picking certain
areas for the tour and concerns regarding parking and
pedestrian access.
Commissioner Heid passed out draft resolutions for the
participants of the last house tour. Commissioner
McArthur commented that the resolutions were well written
and general discussion then followed on their wording.
B. Potential Historic District - Oak Place Area
Chairperson Landshess was approached by residents in the
area as a reaction to the proposed development of the
Protiva property on Oak Place. She met with about nine
families in the area regarding this matter. She
expressed concern about working on this as part of a
"knee jerk" reaction to development.
Discussion then followed on the need for design criteria
for historic areas of Saratoga. Commissioner Heid
commented that you can not come up with a style for
Saratoga. Discussion then followed on the application of
the Heritage Preservation Ordinance to Historic Districts
and what constitutes the "atmosphere" of a particular
area.
Commissioner McArthur suggested that a subcommittee be
formed to study the proposed district. Discussion then
followed on the purpose of Historic Districts.
Commissioner Voester suggested that the Commission wait
and see what the residents do and let them cool down.
The Commission may not want to be involved with this area
at this time. The consensus of the Commission was to
take a wait and see attitude regarding this issue.
C. Summer Meeting Schedule
The Commission decided that the following dates would
constitute the Commission's meeting schedule; June 19th,
July 17th, August 7th, and September 10th (tentative).
