PLACE: Community Center Meeting Room, t96S5 Allendale Avenue, Saratoga TYPE: Regular Meeting ROUTINE ORGANIZAT!ON ROLL CALL Present: Commissioners Heid, Koepernik, KvaMme, Voester and Chairperson Lmndsness Absent: Commissioners Cameron and McArthur M[NUTgS No minutes prepared I. OLD BUSINESS A. HP-9, Application for Heritage Resource Designation - Saratoga Village Library - Findings Commissioner Held passed out revised copies of the application and comments. Staff passed out copies of the report of findings. Commissioner Uoester Moved to approve the findings and recommended approval o¢ the designation of this site as a Heritage Resource to the City Council. Chairperson LandsheSS seconded the motion which was passed unanimously. Commissioner Held then presented the application for Designation of the McWil!iams House HP-10. The Commission determined that the McWilliams House was an example of California Pioneer style and criteria a: b, c, and e should be used in making the required findings. Chairperson Landshess moved to approve the findings and recommended approval of the designation of this site as a Heritage Resource to the City Council. Commissioner Uoester seconded the MOtion which was passed unanimously, Discussion then ensued on the Uoldnteer Fire Department Bell. Commissioner Voester stated that she had spoken with Members of the organization and had given them an application. She was unable to Make a meeting ~ith this group to explain the process so it was suggested that she contact the Saratoga Fire Chief - Ernie Kraule. Commissioner Voester then spoke on the need to do a presentation for a Certificate of Designation for Jennifer Taylor's home and the general need for publicity. Chairperson Landsnees indicated she had prepared a drawing for the certificate. Commissioner Voester stated that Ms. Taylor would be a valuable resource for the Commission. Commissioner Voester then talked about several people that were interested in historic preservation and the activities of the Commission. The Oommission then discussed the Oddfellows Property~ the Saratoga Federatad Church, other inventory items, and the control the City has over these items. The Commission then discussed the Memorial Arch which is a State Historic Landmark. It was commented that Melitta Oden said this landmark should be the first item in the inventory. The Commission then discussedputting ~he Saratoga Federated Church and ~he Foothill Club on the tour. Commissioner Voester stated she was trying to reach the person who owns the Tibbet House. Commissioner Kva~me indicated she could check into the matter for more information. Discussion then turned to the Resolutions of Appreciation for the homeowners on the house tour. Chairperson Landsne~s stated she would contact Councilmember Hlava or Olevenger to sponsor these resolutions. Chairperson Landshess asked Commissioner Koepernik if he had anything to report on his investigation regarding plaoues for Heritage Resources. He indicated he had contacted Jim Arbuckle of Booms Plaques and he may be able to work up something. Commissioner Koeoernik asked ~hat ~he content~ of the plaque should be. Commissioner Heid suggested that a general plaque be created with a blank spot for the designation number and that he would check with Oregon Brass for further information. Commissiner Koepernik suggested that college facilities and students could be used. B. Corrections to City Survey ~34 - J. E. Foster House - Significant changes have been ~ade to this building. This structure was dismantled and moved from Marion to 14S10-14S40 Big Basin Way. Structure remained in the same family until purchased by present owner. After Mr. Foster died Mrs. Foster married Charles Allbright. Her nephew, Bruce Creek, inherited the site. Current use: Office Building Discussion then digressed to the house tour and the need to Meet with the History Oenter. Commissioner Kvamme indicated that a September meeting would be soon enough, Chairperson Landsres5 and Oommissioner Voester discussed talking to the people at the History Oenter about information on some buildings of potentially historic value. ~3S- Pollard House. May not be the same Pollard as in the Book "Saratoga - The First Hundred Years" 0ommissioner Voes%er decided to contact Melitta Oder to check on this. ~3G- Nell Oarmichael. The Carmichael brothers and Thomas Hubbard owned and operated a saw mill in the Santa Cruz Mountains, ~37 - Memorial Arch. State registered landmark ~35. This designation i~ for the VillaDe of Saratoga not the Arch, 6 plaque was given to the Oily and fastened to the 6rch for the City'~ centennial. The park ~as dedicated to the "honor of that citizenshio which serves without reward the public good." II.
