MINUTES

MINUTES
Minutes of previous meeting were approved and seconded after the
correction of Sharer to Sharon and a question as to whether
Commissioner Mc 8rthur-Bietinski is to be referred to as Bielinski or
McArthur since it was both ways on the minutes prepared. Due to a
possible time problem for Commissioner Kvamme, we moved ahead to
subject B under New Business.
(1) Commissioner Kvamme began with a write-up of her home for the
City Survey book ... it will now be ~21.
(2) Since Commissioner Kvamme was already acquainted with Mrs.
Candice Bregman, owner of the 1912 Villa Decdora on Saratoga-Los
GarbS Road, she hmd been asked by the Chair to see if we could
use this newly restored home for the 198G Heritage Home Tour.
She reported that they are very eager to participate and offered
to help us in other ways. More historic data is needed on the
home at Mrs. Bregman's request. Commissioner Kvamme said that
Mrs, Bregman offered to contact her neighbors (the two next door
toward Los GarbS and Betty Maas across the street) and will
encourage them to participate also. We can use the grounds of
Villa D~odora for the refreshments if we want to. It was
remarked that we could charge $1S.00 and have MOre food.
We will be having a joint meeting at our regular meeting time
(~:~0) with the staff and new Director of the California History
Center on October 2 to get going on the t~aB Heritage Home Tour.
It was noted that the entire Heritage Commission should be
involved this year.

The formal Resolutions thanking the participating home owners in
the I985 Heritage Home Tour will be presented early on the
September 18th City Council Agenda (7:00). We will try to get
Jennifer Taylor to come to accept her certificate of designation
at the same time.
Bronze Plaques ... Commissioner Koe~ernik presented updated
information of the plaques for landmarks. They will be 8" x S",
the logo size will be 2 3/8". The cost of the first one
will be $t?1.20, each one thereafter will be $70.40-this includes
changing the numbers and the dates. Discussed price and design.
811 present concurred with Norman and it was Moved and seconded
that this format be accepted. Commissioner Koepernik will
follow up with %his company, Bronze Unlimited, ~et a photo-ready
copy of the City logo frOM Betsy Cory to save ~oney.
DESIGNATIONS PENDING: The three Historical Park properties need
to go ~hrough a public hearing process before they come before
the City Council for a first reading as an Ordinance. This will
most likely take place at the October 2nd meeting.
CENTRAL PARK HERITBGE ORCHARD:
It was agreed that the Orchard is in very shabby looking
condition with limbs and dead trees strewn around. Commissioner
LandsheSS will be writing a letter to R. S~anson and O. Trinidad
regarding this. They have gone to the trouble of having a sign
Made for this landmark, but as it is roy, it is embarrassing to
the City. It was remarked that this sign should have been
designated ~3 on it. This will be included in letter.
(7) It was decided tha~ Commissioner Held should submit a voucher to
the City for reimbursement for ~he book we gave M. Flores.
Commissioner Landsne~s informed the other member5 of her
involvement with the Chamber of Commerce Village Task Force
which was formed because the former Village Task Force left out
all local citizens with any long time involvement in this
historic area as well as all the merchants whose livelihood is
at stake. We went ahead and subscribed, in the name of the City
of Saratoga, to the National Trust Main Street Program, using
Heritage Commission Budget Funds for the ~embership dues. This
was done with the authority of Mr. Start Carnekie, a City
executive and a Member of this new Task Force. This group of
citizens, including Barry Coats and Jackie Welch etc., i~ far
MOre positive and aggressive and is determined to prepare a
detailed report with long range plans for all aspects of the
Village environment - not just vague suggestions. Historic
preservation seems to figure substantially in this, as it is the
historic character of the Village that gives it what appeal it
has and could contribute to the future by way of giving flavor
and color and interest if it is dealt with correctly. We have
been asked by Mr. Don Eagleston, current president of the
Heritage Minutes, September lt, 1985
Saratoga Chamber of Commerce, to contribute to the report they
are purlin6 together by way of a few sentences describing what
we want to see happen in the Village in the Cutufo as far as
historic preservation is concerned.
The Commissioners present agreed upon the fact that seeing this
area specially treated with an Historic Overlay Zone, with the
accompanying design guidelines and an eye to the future visual
compatibility and harmony (though not sameness) of any new
development or changes, would be the Major contribution of this
Commission.
Rending Designations in the works: Commissioner Uneaten brought
us up-to-date on the following:
HBKONE 6~RBENS: Bill 61ennon, e? the Hakone
Foundation, has currently declined to pursue landmark
status until the work. they plan to do up there is
completed. Since this is being designed by a Japanese
national, an architect of some repute, there should not
be any concern regarding %he integrity of the new or
refurbishing of the old buildings on the site.
b) VOLUNTEER FIREMAN'S BELL: Barbara talked with Henry
Clarke and he would like a deputation of Heritage
Commissioners to come to one of their meetings to
explain what designation involves.
c) SARhTOG6 FEDERhTED OHURCH: JULIA MORGAN CHCPEL ...
there seems to be a split decision, between the men and
the women, over what steps to take. The men, many of
whom are building contractors, do not want to have any
dealings with the City, since %hey consider it a
frustrating situation at best. The women are all
excited at the prospect of designation a5 a landmark.
Commissioner Uoester's tomtact person is going to wait
for a new board to be convened with the hopes that it
will have a more sympathetic aliirude (May, 19S6>.
d) MISSIONCRY SETTLEMENT HOUSE: Terri Lomas is still
working hard toward the completion of the inside of
this house and hasn't had much time to iron out all the
inconsistencies in the historic data; Commissioner
Voester will keep after this.
The meeing was adjourned at 5:50 p.m.
