HomeMy WebLinkAbout11-20-1985 HPC Minutes CITY OF SARATOGA HERITAGE PRESERVATION COMMISSION MINUTES DATE: Wednesday, November 20, 1985 PLACE: Saratoga Community Library TYPE: Regular Meeting ROUTINE ORGANIZATION ROLL CALL Present: Commissioners Cameron, Heid, Voester, Koepernik, Bielinski, Chairperson Landsmess Absent: Commissioner Kvamme A. MINUTES The Minutes for November 6 were approved as read with the exception that Mr. Natdie (page 2) should read Mrs. Natdie. B. CORRESPONDENCE 1. It was moved and seconded that the Commission acquire a membership in the California Preservation Foundation for one year to determine the extent of possible services.(Voester/Koepernik) 2. Sheten presented information received on San Diego's Heritage Park sent following C. Voester's visit. II. OLD BUSINESS A. Warner Hutton House Update At the November 7th, hearing of the request to save the Warner Hutton House, the city council voiced the concern over what would happen if more old houses became available to the city in the future. C. Laudsmess responded that this house happened to be in very good condition, and very appropriate for the orchard park site. The city council had turned over to staff the need for an estimate of the costs for maintenance, other possible uses and locations for the structure. C. Landsmess then read over a report submitted by Dan Trinidad Jr., Director of Maintenance for the City. C. Landsmess explained that if federal funds were involved in the construction of Highway 85, Cal Trans must pay for the moving and site preparation for the Warner Hutton house. The Commissioners decided that they wanted to put a suggestion forward to the city that the building's interior be kept intact, with a historic atmosphere, and be used more for receptions and commission meetings than for city offices. The commissioners agreed that the location of the house should be in the orchard as close as possible to the location of the original farm house. C. Koeperntk emphasized that we tell the city council that support for this preservation effort means involvement with their community and a benefit to all. C. Cameron mentioned that the city does have 3 years to budget for the move and relocation of the building. C. Heid said he would get the historical foundation to support the relocation-preservation effort. B. Brass Plaque Update C. Eoepernik reported that within three weeks we should have a drawing of the plaques. C. Landshess is preparing the certificate to be presented to Jennifer Taylor. D. New Designations 1. C. Landshess discussed her meeting with Janet Greenleaf regarding the possible designation of her house. Discussion ensued regarding how strict the commission will be regarding changes/modifications made to designated structures. The ordinance was refered to, and C. LandsheSS and C. Bielinski made the comment that changes could be made as long as they were "compatible" and "did not adversely affect" the existing architecture. 2. C. Woesmet reported on the progress regarding designation of the Fireman's Bell. The Volunteer Fireman are willing to have it designated but they want to have a stipulation, that if the organization ever becomes defunct, the commission would be responsible for moving and caring for the bell. E. House Tour Update The next meeting for the Home Tour will be January 22, $:30pm at the Saratoga Community Library. Other Old Business 1. A letter was sent to the City Hanager regarding the need for staff help for the commission. 2. C. Landsness reported that the reading of the designation papers for the Maulden/Nardte victorian will be on next weeks city council agenda. 3. The next commission meeting will start early, 3:00pm in the parking lot next to the orchard to examine the potential site for the Warner Hutton house relocation.
