MINUIES
The Commission waived discussion of the minutes for the nearing of
December 4, 1985 until later so that Nathan Brown and Robert Brown o¢
Brown and Kauffman could present the proposal for the Tripp site (Casa
Tierre).
NEW BUSINESS
Representatives from Brown and kauffman were introduced. Nathan
Brown clarified the company did not own the Tripp property on
Ouito Rd. but they were interested in the possibility o?
subdividing ~he property, Due to the location and size of the
existing home, one of the lots would be substandard in ~idth and
a variance would be necessary. Staff mentioned that a variance
may be difficult to obtain from the Planning Commisaion in light
of recent directions from the City Oouncil. 6n aerial of the
property was provided by Mr. Brown. Mr. Brown gave a brief
explanation on how the lots were to be subdivided. The location
of the driveways were discussed, Chairperson Landshess stated
that the Commission would like to see the how the property was to
be developed and would like to see the existing roma renovated
prior to the development of the rest of the lots,
Discussion followed on whether the adobe home would have to meet
earthquake standards. Chairman LandsheSS questioned what changes
were proposed to the interior and whether a Damage was to be
added. Mr. Brown stated that the back part of the home may be
removed so that the other two portions Of the home could be
connected. Concern was expressed by the Commissioners for' the
compatibility of ~he new homes to be built. Mr. Brown stated

that tile roofs may be appropriate and that they were partial to
the Spanish style. Commissioner Koepernik expressed concern
with the size, location and style of the new homes in the
proposed subdivision. On access, Mr. Brown stated that the lot
for Casa Tierra could be done so that access would be off Ouito
Rd. and that a larger front yard could be created. Commissioner
Koepernik questioned whether the exterior or the interior would
have more significance for preservation. He stated the exterior
was more important for him, Oiscussion continued with the idea
that some of interior should be preserved but the interior would
have to be changed to make the house more liveable, There was
agreement that the placemenf of the new homes should be submitted
~o the Commission and then a site visit could be made. Mr, Brown
suggested that he could give the Commission a tour of the alta.
Chairperson LandsheSS asked if Mr. Brown was interested in
creating a traditional atrium type Spanish house, He stated that
it would be preferrable. Chairperson Landshess commented that
there needs to be a policy to give special consideration to ~ave
historical structures. Commissioner Heid stated that what he
believes the Heritage Preservation Commission is saying is that
there is concern over the new homes proposed and would like to
see Casa Tierra designated as an historic resource. Mr. Brown
stated that the designation could be made a condition of approval
of the project. Staff indicated that the Planning Commissipn
could be invited to go on the tour of the property, Mr. Brown
indicated that he would also be going thr'ough a preliminary
review with the Planning Commission. The Browns were thank e4 for'
coming to the Commission to present their proposal.
B. New staff was introduced. Commissioner Bielinski was thanked for
acting as secretary when the Commission was without s~aff.
C. On formulating an agenda to work. with the Planning Commission on
variaqces for designated historic structures in the Wiltage, it
was agreed that the area should not be limited to the Vi].lage.
Also it was decided that this topic could be placed on the list
of priorities for the coming year.
0. The process for setting priorities for the coming year was
discussed. St~ff stated that the priorities should be in by the
end of the month. Staff indicated that some strategies included
defining what the role of the Commission is, which then should be
put into ~he "City language". The Commission should be included
in the budget priorities process. Commissioner Bietinski stated
that any required forms should be obtained and clear directions
should be given on howto complete forms. Staff indi. ca'ted that
the Commission should list all their budget priorities with the
realization that it may be necessary to give ~ome of them up,
Staff stated that the Heritage Preservation Commission should
become More involved with the other Commissions Commissioner
Held commented that this Commission could assist the Council by
coming up with suggestions on how ordinances could be amended so

historic structures needs to be set. Staff indicated that an
inventory of historically significant homes in the C-C and C-U
districts would be helpful. Commissioner Gameroft stated that he
would like to §ee some design criteria for structures in the
Village. Commissioner Koepernik agreed. Staff ~tated tqat the
Planning Co~mission wa~ reviewing the %we proposals for the
Village Plan on 1-28-86 a% ?:38 p.m. This Commission could send a
designee to attend the meeting. Chairperson Landshess mentioned
that she would like to color in the location o¢ the historic
buildings on a map of the Village. Staff also informed the
Commission that there is a variance for parking pending for' the
Bella Mia Restaurant and advised the Commission that there had
been a proposal by Miles Rankin that the City form eric%her
parking district opposite 6th Street.
II. OLD BUSINESS
The Warner-Hutton House was discussed. Chairperson directed
Staff to find out if the City would be recommending that the
house be saved and to check into the timing. It was mentioned
that state funding would be available for the re!ocalion of' the
home and the new foundation work,. Staff questioned if ihe
Commission is interested in applying For the HCDA block grant,
particularly for the restoration of the Warner-Hutton home.
Chairperson Landshess s~ated that the home won't be moved until
t988 so there is no need for applying for the block grant until
the City owns the house. 8t this time there was no other need
for the Money. Commissioner Held presented a site plan for
the possible locatioo of the house near the Library. There was
discussion that an alternative location near the creek off
Fruitvale may be preferable. Commissioner Voe~ter stated that
she would like to see additional park. ing nearby for possible
evening functions in the building. Commissioner Heid COmmented
that the appearance of the home near the library is OK but the
functional aspect of this location would not be the best.
B. Commissioner Heid presented information he obtained from 0o~
Wi~berly on the stone wall on Saratoga-Lo~ Gatos Rd. He stated
that it is in the Right-of-Way. The wall dates back to 1913 and
Montgomery contributed the land for the wall. The stones for' the
wall were ~aken from the creek..
