MINOTES
The Commission waived the reading of the minutes for the meeting of
January 22, 1985 and voted unanimously to approve the Minute5 with the
following changes: the Lomas house should be included in the homes on the
tour, r'e~ove reference to Mr. Peck providing hi~tory on his home, and
change wording from C. Koepernik will obtain the wine to C. Koepernik will
make arrangements for the wine. After waiving the reading, the 0om~lission
voted unanimously to approve the Minutes for the Meeting of January 29,
198~ with no corrections.
I. NEW BUSINESS
Review of plans for exterior changes to Tollgate Barn, owners:
Or. Joseph and Helen Brozda
Present at the meeting was Dr. and Mrs, Brozda, Ooug Adams,
attorney for the Brozda~, and Bruce Nicholson, designer for the
project. Mr. Nicholson explained the changes that were proposed
for the barn. Dr. Brozda stated that he had made some ~inor
changes to the barn such as replacing some of the boards in the
rear' where SOMe pipes had been pushed through and the appearance
o¢ the barn is Much like it was when it was constructed.
Commissioner Held stated that it was the Planning Commissioo's
job to look at the deck and the parking ~ituation and the
Heritage COMMiSSiOn iS only looking at the barn because of ifs
historical significance. Commissioner Bielinski stated that she
thought the changes to the exterior looked fine. Or~ Brozda
stated thai they did not intend to change the color of the barn

and there was concensus from the Commission that the yellow color
was appropriate, Commissioner Heid mede reference to the
Historical Building Code and the benefits of remodelling an older
structure using this code. Chairperson Landshess expleined the
historical designation p~ooe~s. Commissioner Uoester asked if
the Brozda5 would consider designating the structures on their
property and Dr. Brozda stated that they would think about it.
Mr. Nicholson addressed the question about the second story
windows shown to be removed on the plans, Mr, Nicholson stated
that this level was going to be used for storage so that there
was no need for the windows and because of the fire code no new
windows would be allowed on that side of the building. The
8rozdas were thanked for coming to the Commission with the
proposed plans for the barn. There was concensus that the
changes were appropriate end not inconsistent with the historical
character of the building. In the follow-up discussion it was
agreed that any further changes to the building that may be
required at a later time should be reviewed again by the
Commission, Commissioner Voester suggested that since the
8rozda's exhibited ~ome interest in the designation process that
a copy of the application form should sent to them. The
Commission agreed and directed staff to send the historic
designation application to the 8rozdas.
8. Nomination of the Candidate for the Sourisseau 8cademy Local
History Award
Dhairperson Landshess explained the history award and read the
categories. She suggested that the Commission may ~ish to
nominate Metits Oder for the award. The Commission agreed.
Commissioner Heid will write the Memorandum to nominate Ms. Oden
and some of the reasons For the nomination should include Ms.
Oder's help with the survey~ her service as a historic
resource person~ and her knowledge of Saratoga'~ history.
C. Memo to City Manager
The memo to the City Manager in answe~ to his Memo on the Tripp
property dated 2-11-86 was reviewed. There was concensus that
the memo by the Commission adequately explained the situation and
expressed the 0ommi~sion's concerns.
II. OLD BUSINESS
House Tour
Staff was directed to follow-up on the liability insurance for
the event end to Forward a copy of the invitation for the house
tour to the City Manager for review. Chairperson Landeress
brought in a copy of the invitation and ticket for the event.
Commissioner Voester commented that the revised history write-ups
for the tour are finished, which included only some small changes

made by Mr. Peck. Staff was directed to get the total balance
for the 0ommission's fund account from the Finance Director.
Chairperson LandsheSS stated that 18,000 invitations were going
to be printed, B300 would be mailed to Saratoga residents. She
~tso commented that the tour was mentioned in the Chamber of
Commerce mailer. Commissioner' Koepernik questioned when the
other brochures would be done. Chairperson Landshess ~ated that
work on these brochures has not been finished.
B. OTHER ITEMS
Commissioner goestar brought in a book available at the library
titled 6_~llBbou~Build%nQs. She stated that the book has alot of
good information on historic preserverion and noted that the only
Saratoga site mentioned in the book is the Tripp property.
Commissioner Bielinski m~ated that the library will be
cataloging the Heritage Preservation books housed at the library.
Commissioner Held gave a repor% on the 6garda Building Meeting he
attended. He mentioned that others included the Warner" Hutton
house and historic preservation as priorities. Commissioner
Voester stated %hat she spoke with a Planning Commissioner, 6nn
Marie Burger, who expressed interest in an ordinance for historic
structures. There was discussion on whether an ordinance should
address demigrated buildings or historically significant
buildings. There wa~ agreement that a future ordinance of this
tyoe could serve a~ an incentive for designating structures. The
Commission decided to investigate what approach ~hould be taken
to work with Planning Commission on drafting an ordinance for
historically designated structures. Staff was directed to get
the information on this and Commissioner Cameron would draft a
memorandum as needed. Staff related information to the
Commission obtained from the City httorney on the procedure for a
possible agreement to relocate the Saratoga Volunteer Fire Bell
if the structure was designated as a historic resource and it
becomes necessary to move the bell. The decision was made to
later agendize the item for consideration by the City Council and
to find funds for the move.
