Planning OoMmission involving historic structures.
The Commission discussed attendance at the upcoming
preservation conference in Santa Clara and the recognition
dinner.
A. Bed and Breakfast Ordinance
The Commission thanked Staff for supplying the sample
ordinances and articles. There was consensus that the
Planning Commission should receive a copy of the
California Planner article and a memo from the Heritage
Commission outlining concerns. B. Voester stated her
concern with an owner-occupancy restriction. N.
Koepernik said an ordinance should fit Saratoga's unique
situation, suggesting that there be a limit to the
number of rooms, adequate off-street parking, health
inspections and room tax. He felt a property need not
necessarily be historic in order to be a bed and
breakfast inn.
There was discussion on why the property should be a
designated landmark in order to qualify. W. Held
suggested a location requirement of being either on a
major thoroughfare or within 300' of a commercial zone.
The Commission then directed Staff to prepare a memo to
the Planning Commission outlining the Heritage
Commission's recommendations on bed and breakfast
regulations, to include [he following:
