PLACE: Saratoga Community Library Meeting Room, t3SBO Saratoga Avenue, Saratoga TYPE: Regular Meeting I. ROUTINE ORGAN!ZGTION A. Roll Calk Present: Landsmess, ArtSheS, Tyrrell, Voester, Held, Cameron (3:10) and Koeparnik (3:10) Staff: Young 8. Approval of minutes of 8/S/8B. Minutes are amended as follows: P9. 2 - clarify that the check for the house tour was from Alain Pinel. M/S HEtD/UOESTER to approve minutes as artended, Carried 3-8 with Ansnes and Tyrrell abstaining. II. OLD BUSINESS 6. Letter to hone owners of historic properties. 8. Uoes!er nave a brief background on %he letter, stating %hat i~ should be sent with a questionnaire, survey sheet and application for designation. W. Held stated his concern that the letter, as worded, would send up a red flag to owners. He suggested a change in wording. The Commission then discussed possible changes in wording. D. Tyrrell suggested phoning owners first: then use the letter as a follow- up. CoMnissioner R. Ca~eron volunteered to continue working on revisions to the letter and bring it back at %he next neetIn9. B. Discussion on Miljevich Ranch and 20770 Wildwood Way U. Young briefed the Conmission on Staff research of these two properties. There was consensus that the HERITAGE PRESERVATION MINUTES - 9/3/86 Miljevich Ranch project pointed out the need for Heritage Oommiasion review of appIications heard by the Planning OoMmission involving historic structures. The Commission discussed attendance at the upcoming preservation conference in Santa Clara and the recognition dinner. A. Bed and Breakfast Ordinance The Commission thanked Staff for supplying the sample ordinances and articles. There was consensus that the Planning Commission should receive a copy of the California Planner article and a memo from the Heritage Commission outlining concerns. B. Voester stated her concern with an owner-occupancy restriction. N. Koepernik said an ordinance should fit Saratoga's unique situation, suggesting that there be a limit to the number of rooms, adequate off-street parking, health inspections and room tax. He felt a property need not necessarily be historic in order to be a bed and breakfast inn. There was discussion on why the property should be a designated landmark in order to qualify. W. Held suggested a location requirement of being either on a major thoroughfare or within 300' of a commercial zone. The Commission then directed Staff to prepare a memo to the Planning Commission outlining the Heritage Commission's recommendations on bed and breakfast regulations, to include [he following: 1) use permit requirement (with a stipulation that a new use permit be required if the property changed owners> 2) proximity to commercial district or on a major thoroughfare property be a dmsionated historic i~nQ.mQ..C[ off-street parking provided at a ratio of one space per bedroom S) maximum of eight (8) rooms rented G> maximum of two (2) week stay HERIT6BE PRESERVATION MINUTES - 9/3/8G no change to outside of structure limit size and type of signb 9) 100 sq. ft. minimum room size no cooking in rooms subject to building and fire inspections 12) subject to bed or room tax 13> preferably owner-occupied and operated, or a resident manager servB only one meal (breakfast) obtain proper business license 16) restriction on ancillary uses There was then discussion on the agenda for the Planning Oom~ission meeting on September 16. Staff was directed to prepare an agenda with two items for discussion, the bed and bremkfasst ordinance and adding heritage preservation regulations to the Zoning Ordinance. IV. REU!EW OF INVENTORY This item was continued to the next meeting. V. ADJOURNMENT The meeting was adjourned at S:IS P.M.
