HERITAGE PRESERVATION COMMISSION

I. ROUTINE ORGANIZATION
A. Roll Call
Present: Tyrrell, Held, Cameron, Koepernik, 8nsnss

Absent: Voester and Landsnasa (both excused)
Staff: Young

M/S Cameron/Tyrrell to approve minutes as submitted.
Carried 4-0.
I. OLD BUSINESS
A. Review of meeting with Planning Commission, 9/1G/86.
The Commission discussed the joint meeting with the
Planning Commission. W. Held felt the meeting ~as
successful and that there was good dialogum. N,
Koepernik expressed concern about limiting bed and
breakfast establishments just to the Village area. R.
Cameron said he understood where the Planning Commission
was coming ~rom and that the compromise was necessary,
W. Heid suggested a policy statement could be adopted by
the Council to not let the location issue drop, that
it could be looked at a~ain in 2-~ years. V. Young
stated that Planning staff was now working on the bed
and breakfast ordinance, and the City Attorney
was working on the "finding" for relief from
development standards for designated heritage resources,
R. Cameron felt the Commission should review the Village
plan proposal recently reviewed by ~he Village Task
Force, and that S. Landshess should report %o ~he
Commission on its content and progress. V. Young said
she would see if copies could be made evaliable and

would put it as a discussion item on the next agenda.
8. Discussion on Warner-Hutton house
W. Heid said that the Rotary Club was investigatinq
possible involvement in Maintaining the house once it
was moved. He said Councilman Don Peterson was taking
the lead on this and that it might be brought up to the
City Council.

R, Cameron stated the workshop had been very worthwhile.
He discussed the certified local Government program and
asked staff to put it on the next agenda for dimcu~sion,
W. Held suggested working on the application right away,
in order to ge~ funding for preservation projects in
Saratoga. N. K oepernik said the speakers provided Good
"how-to" information, R, Tyrrel 1 suggested gatt inQ
cootea of the ~raininq manual to the other
Commissioners, City Council and Planning Commission.
There was then extensive d£scusmion on building code
application to historic s~ructures.
O. Review of Inventory
The Commission expressed concern about working on the
inventory in a piecemeal fashion and discussed the
possibility of hiring someone to complete it. It was
decided that this item would be discussed at the next
meeting when the full Commission was present.
III. 6BJOURNMENT
The Meeting was adjourned at S:OS p.M. The next regular
Meeting will be held on Wednesday, October 1S, t98B at 3:00
p.M.
