ROUTINE OR6ANIZATION A. Roll Call Present: Landshess, Kcepernik. Passed unanimously, II, OLD BUS) N£SS Warner Hutton House V. Young gave a brief status report on Council action and recent meetings with Caltrans staff on relocation of the house. S. LandsheSS brought up the timing of %he relocatlon, so %hat fundraising activities would get underway. R. Cameron asked about Commission topLit on Site planning; V, Young offered to check with Geltrans on this issue. The Commission also directed staff to discuss with the City Manager the possibility of setting up an ad-hoc City Committee to be involved in the relocat ion process. 8. Voester asked about the status of the fire bell agreement. V. Young replied that the City Attorney redrafted the agreement and that it was sent to A. Bogart for signature , · ~ 7%1 c, ¥'t I,. III. NEW BUSINESS Bed and Breakfas~ Ordinance g. Young gave a brief background on the ordinance as prepared by the City Attorney. M/S TYRRELL/VOESTER to recommend to the Planning Commission approval of the ordinance. HERITAGE PRESERVATION MINUTES - DECEMBER 18, 1988 PA6E 2 Under discussion, B. Voester expressed concern about the use permit running with the property rather than ~he owner. V. Young maid this was in accordance with state law. There was general discussion on the 588 ft. measurement from the Village boundary. N. Koepmrnik expressed concern about the possible adverme impact from the use of current building codes for historic structures. There was discussion about the State Historic Building Code and the dimcretionary authority of the Chief Building Official in applying codes to older buildings. It was clarified that bed and breakfast used would still be permitted in the P-8 and ¢ zones, as the current regulations allow. M/S KOEPERNtK/LBNDSNESS to a~end the Motion to reCOMmend to the City Council approval of the ordinance with the following concern: Strict mpplication of the current building and fire codes may affect the exterior of existing structures. The Commission believes that the Ordinance should contain specific reference to allow the City of Saratoga's Chief BuildiMg Official to have discretionary authority ~o interpret and apply all codes with sensitivity to the architecttonal integrity of these historic buildings, Motion passed uneniMously, IU, ~,DJOURNHENT The ~eeting was ~djourned at S:OS p.m. The next regular mma~ing will bm held on Wednesday, January 7, 1S87 a~ ~:00 p.~.
