Staff noted that the agenda had been posted at the
Councit Chambers on 1-3A-87.
B. Approval of Mir, utes of 1-21-87
M/S Voester/Cameron to appr'ove minutes of 1-81-87
meeting as submitted. Passed unanimously.
C. Oral Communications
W. Held passed out copies of two articles pertainir, g to
Heritage Preservation Commission, from the .o:~ atcg~l
News February 4, 1987.
Discussion on "Historic Overlay" zoning propc, sal
referred to in newspaper article.
W. Heid stated his conc:ern that ne~spaper
communications are not as facatual as they should be~
There was general discussion on how tc., handle
misquotes. W. Heid stated he woud discu ...... the matte',
with the City Attorney, contact the editor~, and repc~r't
back to the Commission at the next meeting.
A. Bed and Break'fast Ordinance
V. Young stated that there will be a public hearing
March 4 by the Council. Staff will be preparing a map
delineating the Village boundary' and the 5()0 'f't~ line,,
D. Tyrell presented a map showing the potential
histc~ric properties that could be considered for bed-
and-breakfast uses. The Commission noted, however,
that only one structure within the 500 ft. boundacy is
a designated landmarL::.
V. Young clarified for the Commission that the Village
Boundary was from the map adopted in con)unc:tic, n with
the zc,~"~ing ordinance~ and represented areas be yc~nd 'ju-~t
the commercial ~cnes
B. Bronze Plaques
N. Koepernik reported that there will be a one time
initial fee of $895 which wi].l include 10gD., layout,
and o~e plaque. The cost thereafter will be $69 per
p 1 aque.
M/S Tyrell/Ansnes to approve logo as submitted.. After
disscussion, there was an amended M/S Voester/Ansr~es to
change the location of the HP~ frc, m the middle line tc,
the lower right hand corner. Mo'bion passed

C. Heritage Resource Inventory
W. Held suggested that the professional assistance be
on a contract basis at an hourly rate, for a 'total of
$1000 to be used. There is. a $600 approved person81
budget and W. Heid requested that the commission use
another $400 from their survey accour, t. V. Yc, ung ~,~ll;.
check to see how the money can be transferred.
Young reminded the commissior, that they should pe'cform
the survey in accordance with the state guidelines.
W. Heid assigned each commission member to dc, the
research on ten houses on the list as fc, llcws:

B. Voester stated her concern that there is now a fee c,f' $40
for designation and a $20 fee for an alteration permit for'
a desig'nated resource.
V. Young stated that the fee schedudle was adc, pted October
15, 1986 by city council and was based on an hour'ly rate
for planners time.
The commission agreed that W. Heid would talk to the
Planning Director and City Manager and then report back to
the Commission.
