B. Approval of Minutes of 3-18-87
M/S Ansnes/Koepernik, Passed unanimously with spelling
corrections noted by staff.
Posting of Agenda
Staff noted that the agenda was posted in Cou'ncil
Chambers Friday~ March 87, 1987~
D. Oral and Written Communications.
B. Voester informed the Commission that the Eagle Scouts
are looking for projects. W. Heid asked that this
subject be agendized for the next meeting.
W. Heid reported on,t~is meeting with the Mayor., City
Manager and Chair of the Planning Commission. He r~oted
that the Heritage Commission serves ass a suppo;"t tc. City
Count i 1.
The Commission discussed letters received by W. Held, B.
Voester and D. Tyrrell f'rom Betty Rowe. The Commission
decided to put the response to her lette'cs (::,r~ the 'ne>'t
agenda.
II. Old Business
A. Commissio~ Procedures
W. Held reported on a discussion with Planning Direc. tor
regarding Commission procedures. Held read sections
from the ordinance describing Heritage Commissic, n
Duties.
B. Bed and Breakfast Ordinance
W. Held distributed information on former Inns/L. odging
Houses requested by the I]ity Council for the public:
hearing on April ~5, 1987. Staff noted that the
information will be part of the staff report for the
Council packet. List was provided by Saratoga Historical Foundation.
C. Resource Inventory
Copies of completed inventories were distributecl tc,
Commission members. General discussion on proc]ress of'
inventory and how to complete the "historical
importance" section.
There was also discussion on how comprehensive the
survey should be i.e., whether c,r' not to submit the list
of 80 to the Council as it is.~ and the 'fc, rmat i~'~ ~,.~hich
the survey should be.
A. Fees for Heritage Resource Permits
Planning Director Hsia stated that it is city potic, y
that any application fee be such that 'the city recoup
the cost for processing the application ar'~d that it not
e>,ceed those costs.
Mr. Hsia suggested the Commission approach the Cc, ur, c!Ll
or City Manager in the form of a letter stating why the
fees for Heritage Preservation be waivecl.
He further suggested that if the Counc:il turns do~n the
proposal, the Commission may be able to include this in
their budget or use the special heritage funds cceatc-':d
by' money received from the house tour.
B. Voester asked to include on the next agenda:
Recognition for' designation of Fire Bell and Missionary
Settlement House.
