HERITAGE PRESERVATION COMMISSION
MINUTES
DATE: Wednesday, June 1, 1988 3:00 p.m.

I. Routine Organization
A. Roll Call
Present: Commissioners Heid, Koepernik, Ansnes,
Camerson
Absent: Voester, Landsness
Staff: V. Young
B. Approval of minutes of 5/18/88
M/S Cameron/Koepernik to approve the minutes of 5/4/88 as
submitted. Passed unanimously.
C. Posting of Agenda
Staff noted the agenda was posted at City Hall on
Friday, May 27, 1988.
D. Oral and Written Communications
V. Young briefed the Commission on the Council's
appointment of a new Heritage Commissioner, Mr. Bruce
Mitchell. The Council had held interviews the previous
evening. She noted that Mr. Mitchell will probably begin
attending meetings on July 6.
V. Young also noted that the film crew from the local
cable TV channel would be coming to the Warner Hutton
House this afternoon to film the exterior of the house.
They will be doing a show on the moving of the house.
Chairman Held noted that the City would soon be
constructing handicapped access ramps to the Saratoga
Museum and Chamber of Commerce buildings in the Historic
Park. V. Young stated that because the structures are
designated landmarks, the Commission would be reviewing
the plans. The item will be agendized at the next
meeting, after an application for the work is filed.

II. Old Business
A. Heritage Resource Inventory
The Commission discussed minor changes to the letter that
will be sent to property owners and publicity for the
Inventory through a press release for the Saratoga News.
V. Young also suggested that the Commission notify the
Council of their procedure for adopting the Inventory, so
they will be aware of it if they receive any phone calls.
Chairman Heid will work with staff on preparing the press
release and the memo for the Council. The Inventory
should be adopted at the next meeting.
III. Items Initiated by the Commission
A. Recap of Historic Preservation Conference
Commissioner Koepernik shared information on downtown
preservation activities and incentives from the City of
Redlands, and information on seismic retrofit for masonry
buildings. Commissioner Cameron shared information on the
1986 changes to the tax laws resulting in a decrease of
commercial rehab projects; he also discussed the community
of Elk Grove's experience with creating a downtown
historic district. V. Young noted that next year's
conference would be in Los Angeles.
IV. Adjournment
The meeting was adjourned at 5:00 p.m. The next regular
meeting will be held at 3:00 p.m. on Wednesday, June 15 at
the Warner Hutton House.
