HERITAGE PRESERVATION COMMISSION
MINUTES
DATE: Wednesday, April 5, 1989 - 3:00 p.m.

I. Routine Orqanization
A. Roll Call
Present: Held, Cameron, Voester, Artshes, Koepernik,
Mitchell, and Landshess
Absent: None
Staff: V. Young
Others: G. Zambetti
B. Approval of minutes of 3/15/89
M/S Cameron/Voester to approve the minutes of 3/15/89 as
submitted. Passed unanimously.
C. Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was posted
at City Hall on 3/31/89.
D. Oral and Written Communications
Secretary Young reported that she had a visit at the house
over the weekend from a man, Scott McVay, who grew up in
the Warner Hutton House from 1956-1976. She shared
information he had given her about the house and the area
at the time he lived there.
Secretary Young also reported that interviews for new
Commissioners were taking place this evening. Willys Peck
will be appointed from the Saratoga Historical Foundation.
New Commissioners will start at the first meeting in May.
II. Old Business
A. Heritage Ordinance Revisions
Secretary Young reported that the revisions were adopted
by the City Council on March 15 and would become effective
30 days thereafter. A copy of the adopted ordinance was
in the packet.

III. New Business
A. Application for Heritage Resource Designation:
14510-14540 Big Basin Way
Chairman Heid gave a brief history of this application,
noting that it had originally been submitted in 1984 and
deactivated in 1985 for incomplete information. The
information that was needed related to how much of the
structure was original and how much was new construction.
Gene Zambetti, owner and applicant, showed photographs and
gave a history of the house move which occurred in 1983.
The house was originally on a mud sill and had significant
termite and roof damage. The back and one side wall are
new, as well as the foundation, floor, roof, and a small
addition at rear. The other side wall and the front,
including the porch columns, are original. The walls were
picked up in pieces and moved to the new site. Zambetti
stated that the Secretary of the Interior's Standards for
Rehabilitation were used in the relocation and
reconstruction.
Chair Held then led discussion on the application for
designation. He felt that the house was a replica and
suggested adding the date of relocation/reconstruction to
Item C on page 3, to indicate when the building was
renovated. Commissioner Ansnes asked if it was the change
to a commercial use that required the structural changes.
Mr. Zambetti replied in the affirmative.
Commissioner Voester felt that the house merits
designation, but that this should not be seen as an
encouragement to move a structure; she felt that moving
destroys the integrity of the house and the neighborhood
from which it is taken. Commissioner Cameron felt that
the descriptive word "replica" was not appropriate because
the house still retained original parts.
M/S Voester/Cameron to recommend to the City Council
approval of the designation because the property meets
criteria (a), (b) and (c) of the findings. The Commission
further recommended that the findings be "qualified" as
not encouraging relocations in the future and, if
structures are moved, they should follow the Secretary of
the Inter~' s Standards for Rehabilitation and
Relocation. This designation should not be viewed as
precedent-setting for relocated structures. Motion passed
unanimously.
Commissioners Held and Landsness left the meeting at 4:15
p.m.

B. Preview List Inventory Forms
Secretary Young commended the Commissioners who had
completed their forms and encouraged others to do so. The
Commission then began reviewing the forms, beginning with
A1, A2 and A3, prepared by Commissioner Cameron. Review
of the forms will continue at the next meeting.
IV. ITEMS INITIATED BY THE COMMISSION
There was general consensus that all Commissioners should
receive a copy of R.V. Garrod's Saratoga Story, in addition to
the Cunningham book. Secretary Young will follow-up on this.
