HERITAGE PRESERVATION COMMISSION
MINUTES
DATE: Wednesday, April 19, 1989 - 3:00 p.m.
PLACE: Warner Hutton House, 13495 Sousa Lane, Saratoga
TYPE: Regular Meeting
I. Routine Organization
A. Roll Call
Present: Held, Cameron, Voester, Ansnes, Koepernik,
Mitchell, and Landsness
Absent: None
Staff: V. Young, S. Emslie, J. Walgren
B. Approval of minutes of 4/5/89
M/S Cameron/Voester to approve the minutes of 4/5/89 as
submitted. Passed unanimously.
C. Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was posted
at City Hall on 4/14/89.
D. Oral and Written Communications
Commissioner Koepernik stated he had received a call
from the California History Center regarding putting on
a walking tour of downtown Saratoga. Chairman Heid said
the Historical Foundation had recently put together a
tour; he and Koepernik will follow-up on this. Chair
Held also mentioned that he had received a call from
owners of the Stone House wanting historical information
about the property.
II. New Business
A. 1989-91 Budget
Secretary Young reviewed the budget figures from the
previous year and asked the Commission for input on the
1989-91 cycle. Chairman Heid recommended putting in an
amount for the Inventory publication in case the grant
application was not approved.
Commissioner Koepernik suggested funding for the
following items:
1) sponsor a student to do a local project (research,
photography, drawings, etc.) on Saratoga history

2) annual awards for beautification or preservation
project
3) walking tour
4) historic event - picnic, antique cars, footrace,
etc.
5) celebration of a Saratoga history day
After discussion and concurrence from the Commission, it
was decided to ask for $750 for the student sponsorship
and $1000 in "seed" money for publicity or an event
relating to Saratoga history.
Commissioner Voester suggested money should be budgeted
for title searches for historic properties. The
Commission felt that the agencies volunteering to do
this should be given the opportunity to complete the
project first; if it wasn't successful, money could be
requested in the next budget.
B. Historic Preservation Week, May 14-20, 1989
There was Commission consensus to ask the Council to
issue a proclamation in support of this.
III. Old Business
A. Village C-H regulations
Secretary Young referred to the draft memo in the packet
from the Heritage Preservation Commission to the
Planning Commission regarding the proposed C-H
regulations. She asked if the memo accurately conveyed
the Commission's recommendations. There was consensus
of approval on the memo.
B. Preview List Inventory Forms
The Commission continued discussion on Inventory forms
#A4 through #A7. There was consensus that these all
tentatively met the criteria for inclusion; Young will
make suggested changes on the forms.

V. ADJOURNMENT
A. Farewell to Commissioners Heid and Voester.
Commissioners Heid and Voester were thanked for their
many years of service and given the Julia Morgan book by
Sara Holmes Boutelle. Meeting was adjourned at 5:30 p.m.
