HERITAGE PRESERVATION COMMISSION
MINUTES
DATE: Wednesday, October 4, 1989 3:00 p.m.

I. Routine Organization
A. Roll Call
Present: Ansnes, Koepernik, Peck, Cameron, Davis, Mitchell
Absent: none
Staff: Walgren
B. Approval of minutes of 9/20/89
M/S Mitchell/Davis to approve the minutes of 9/20/89 with
two corrections:
1) Date should read Sept. 20, not Sept. 6
2) A line should be included regarding a response to the
Virginia Tech. student's request for information.
Motion passed unanimously.
C. Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was posted
at City Hall on 9/29/89.
D. Oral and Written Communications
Secretary Walgren reminded the commission that the
Heritage Bike Rally was scheduled for this weekend
(10/8/89) and asked if any of the commissioners who were
going to ride in the rally would be willing to check in
and identify themselves as Heritage Commissioners.
Walgren also encouraged the commissioners to complete the
assigned Heritage Inventory forms as soon as posiible in
order to update the Planning Department's reference list.
II. Old Business
A. Letter to State Historical Resources Commission
Ansnes questioned the status of the letter drafted by the
commission supporting the National Register nomination of
the John Steinbeck home in Monte Sereno. Staff responded
that the letter is scheduled for City Council endorsement
at tonight's public hearing (10/4/89) and can be
forwarded to Mardi Bennett by tomorrow.
B. CLG Grant-Project Agreement
The commission reviewed the paper work on the project
scope and legal agreement. There was general discussion
regarding the time-frame for completion of the context
statement and what was actually required by OHP in this
statement to qualify for the $5,000 grant. Koepernick
concluded by suggesting that the commission complete the
State office requirements as soon as possible and use the
following meeting to prepare the context statement. Peck
concurred and offered to provide a brief historical
summary of Saratoga's past that he helped to publish. It
was felt that this booklet, entitled "They Called It
Saratoga", could be used as a starting point and a
reference resource for the project.
Regarding the Heritage Inventory book itself, it was
questioned by Commissioner Davis whether or not it was
necessary to obtain the individual home owner's permission
to publish a photograph of their home. Cameron reported
that while preparing a similar study for the County of
Santa Clara, the homeowners permission was not requested.
However, it was a agreed that staff should look into this
further.
C. Report on Santa Clara County Heritage Network Meeting
Walgren reported that the primary focus of the Heritage
Network meeting was to organize a county-wide commission
that would facilitate individual group interaction. This
group will be known as the "Heritage Council of Santa
Clara County". One function of the council will be to
publish a newsletter informing heritage preservation
groups of upcoming events and potential preservation
resources.
Three speakers were present from various fields of public
service to discuss the availibilty of grants, funds, and
endowments for preservation projects. One group in
particular, the Santa Clara County Community Foundation,
seemed well suited to assist our own commission and staff
will follow up on this possibilty. Attachments have been
included from the meeting.
III. ITEMS INITIATED BY THE COMMISSION
The commision requested information on the status, if any,
on the proposed remodeling plans for the Warner Hutton
house once it has been relocated.
It was also questioned whether or not a new commissioner
had been chosen to replace Sharon Landsness. Staff will
provide this information for the next meeting.
V. A~OURNMENT
The meeting was adjourned at 5:00 p.m. The tour of Willys
Peck's home was fascinating and all present thanked him
for his hospitality in hosting the meeting.
