HERITAGE PRESERVATION COMMISSION
MINUTES

I. Routine Orqanization
A. Roll Call
Present: Ansnes, Cameron, Koepernik, Peck
Absent: Davis, Mitchell
Staff: Adar, Walgren
B. Approval of minutes of 10/4/89
M/S Cameron/Peck to approve the minutes of 10/4/89.
Motion passed unanimously.
C. Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was posted
at City Hall on 10/13/89, and remained posted until the
following meeting.
D. Oral and Written Communications
Secretary Walgren introduced the commission to Saratoga's
new Associate Planner in charge of advance planning, Tsvia
Adar. Taking Valerie's place, Tsvia was attending this
meeting to familiarize herself with the commission and its
members.
A general discussion then followed regarding heritage
structures damaged by the earthquake: The Bella Mia
restaurant was reported to have sustained damage, but was
seen to be open for business, and the adobe house, Casa
Tierra, was reported to have lost part of its historic
wall.
The most costly damage appears to have been at the Villa
Montalvo arboretum. Extensive structural damage was
reported by the building department which would require
repair. Part of the Villa, however, is deemed safe and is
open for public functions and events. Koepernick brought
up the question of who has jurisdiction over the
repair of this Historic National Register building. Staff
agreed to have this information at the next meeting.
Walgren mentioned that interest has been generated
regarding the columns at the entrance to Villa Montalvo,
and whether or not these are included as part of the
National Register designation. If not, the commission may
want to designate these as separate designated heritage
resources. Staff will provide follow-up at the next
meeting.
Lastly, staff reported to the commission that inquiries
have been made regarding the removal of the pioneer style
heritage resource home at 20141 Rancho Bella Vista in
order to build a new residence at the site. Staff will
keep the commissioners posted if an application for site
modification is submittted.
II. Old Business
A. Handouts: Santa Clara Co. Heritage Network Meeting
The commission accepted the information and there was
a brief discussion and general interest in the moving of
the Ainsley home from its present location to a site
adjacent to the Campbell Historic Museum.
B. Status of New Commissioner
The new commissioner, Steve Benzing was unable to attend
today, but will be participating in the November 15th
meeting. An architect with Warren Heid and Associates,
Steve was officially sworn in at the November 1st City
Council meeting, and will be completing Sharon Landshess'
term, which expires in April of 1990.
C. Necessity of Homeowner's Permission to Publish Inventory
This item, and the correspondence from the City Attorney,
was accepted.
D. Warner Hutton Remodeling Plans
The commission was concerned about the fate of the Warner
Hutton house both during the move and after, when interior
remodeling and furnishing begins. It was suggested by
Chairperson Ansnes that a non-profit organization be
created to assist and over-see the remodeling plans.
Other commissioners felt that this was a good idea, but
that the creation of a non-profit group was too time
consuming and that individual commissioners could just as
well provide this assistance.
To begin with, staff agreed to meet with the community
center staff to provide a tentative floor plan showing how
the home may be used once it is moved.
III. ITEMS INITIATED BY THE COMMISSION
The commision requested an update on the CLG grant ($5000)
and a breakdown of how the matching City funds would be
provided. It is most likely that the City's contribution
will be limited to staff time and services. In light
of this, the commisssion may want to consider preparing
the heritage resource book in-house.

The meeting was adjourned at 5:00 p.m.
