I. Routine Organization
A. Roll Call
Present: Ansnes, Benzing, Cameron, Davis, Koepernick, Peck
Mitchell
Absent: none
Staff: Walgren
B. Approval of Minutes of 1/3/89
M/S Koepernick/Cameron to approve the minutes of 12/6/89 with
one correction. Motion passed unanimously.
C. Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
City Hall on 1/31/90.
D. Oral and Written Communications
Staff reminded the commission that the CLG training seminar
was next Friday at the San Jose Convention Center. Four of
the commissioners, and two staff members, are registered for
this seminar sponsored by the California Preservation Founda-
tion.
Staff also informed the commission that the next meeting will
again be held at the Saratoga Community Library, now that
their repairs are completed.
Mitchell updated the commission on Larry Fine's progress with
the Saratoga Avenue Heritage Lane designation process. He
expects Mr. Fine to begin petitioning homeowners regarding
the designation in February. The commission discussed what
impact this could have on the Circulation Element of the
General Plan, which is scheduled to be revised this year.
Staff felt it is likely that the City's four lane plan line
along Saratoga Avenue (from Highway 9 to roughly Fruitvale
Avenue) will be abandoned and that the Heritage Lane designa-
tion would support this abandonment.
The commission then discussed the January 10th joint meeting
with the City Council. Of the two items on the agenda, the
following consensus was reached:
1. Future Use of the Warner Hutton House
The commission discussed with the coun~±l their concerns
regarding the future use of the Warner Hutton house once it
is relocated to the City Hall site. The commission wanted to
ensure that the future use would be consistent with the
nature of this historic home. City Manager Peacock concurred
that the Heritage Commission should have an opportunity to
review the proposed uses (and floor plan) when they become
available, but that the City Council would ultimately decide
what uses were appropriate.
2. Additional Publication Funds: Heritage Resource Book
Councilmember Peterson felt that if the $5,000 CLG grant,
plus the commission's own $5,000 and the City's matching
staff time allocation, was not sufficient to publish the
book, the City Council could allocate additional publication
funds. It is a project which all of the councilmembers felt
was important and the commission was directed to proceed with
their support.
II. Old Bus~ness
A. Review and Update of Heritage Resource Inventory
Davis informed the commission that longtime Saratoga resident
and historian, Melita Oden, had reviewed some of the Heritage
Resource Inventory forms for accuracy and had provided cor-
rections and clarifications.
Staff madenote of these corrections, and those of the other
commissioners, and will provide the revised forms at the next
meeting for formal adoption to the inventory.
Davis also reviewed a new application for the Bellicitti
Ranch on Quito Road near Pollard Avenue. This Heritage
Resource Inventory property, #A23, was felt to be appropriate
for the inventory and was accepted by the commission.
III.Items Initiated by the Commission
Staff agreed to present the revised Heritage Resource Inven-
tory forms as soon as they were available.
