HERITAGE PRESERVATION COMMISSION
MINUTES
DATE: Wednesday, March 21, 1990, 3:00 p.m.

TYPE: Regular Meeting
I. Routine Organization
A. Roll Call
Present: Ansnes, Davis, Koepernik, Mitchell, Peck
Absent: Cameron
Staff: Walgren
B. Approval of Minutes of 3/7/90
M/S Peck/Koepernik to approve the minutes of 3/7/90. Motion
passed unanimously.
C. Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
City Hall on 3/16/90.
D. Oral and Written Communications
Mitchell discussed the possibility of remaining on the Herit-
age Commission if a meeting time was agreeable to the commis-
sioners that didn't interfere with regular work hours. The
commission felt that this was a good idea and staff agreed to
look into this.
Mitchell offered to follow up on Mr. Fine's progress with the
Heritage Lane designation process.
II. New Business
A. HPC Recruitment Update
Staff reported that no applications had been received yet,
but that the noticing had only recently gone out and that the
City should he~ something before the next meeting.
Peck asked if staff had any record of the former Heritage
Commission applicant who had the National Trust for Historic
Preservation group background. Staff agreed to locate the
old applications and report to the commission.
Davis commented that she had a prospective HP member in mind
and that she would try to contact the person before the next
commission meeting.
B. Paul Masson Memorabilia Update
Peck informed the commission that he was unable to contact
anyone regarding Paul Masson memorabilia yet. He had antici-
pated that he could approach someone at the Paul Masson "Last
Pop" event.
Staff mentioned that the Planning Department had worked with
Dividend Development on the Paul Masson project and that
staff would attempt to contact someone there regarding this.
C. Response to Mayor Clevenger's Letter
The commission responded to the request for recommended
community goals and projects for the coming year with the
following outline:
1. Publication of Heritage Resource Inventory book.
2. Designation of Saratoga Avenue as a Heritage Lane.
3. Promotion of historic preservation outreach and aware-
ness.
4. Initiate and encourage heritage educational programs.
5. Plan an annual preservation week, possibly one that would
coincide with the National Trust's preservation week held
each May. Another suggestion was that an annual preser-
vation event could be held along with the
Celebrate!Saratoga or Blossom Festival events.
6. Conduct a survey to determine what residents desires or
expectataions were regarding historic preservation.
7. Continue to oversee and participate in the Warner Hutton
house relocation project.
Staff agreed to formalize this information and forward it to
the City Council and Mayor Clevenger.
