MINUTES

I. Routine Organization

B. Approval of Minutes of 4/18/90
M/S Koepernik/Mitchell to approve the minutes of 4/18/90.
Motion passed unanimously.
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted
at City Hall on 5/11/90.
D. Oral and Written Communications
Sharon Landshes contacted the Planning Department and of-
fered to assist with the selection of the plants and land-
scaping around Warner Hutton house in its new location, in
order to restore and maintain the character of the era. The
Commission welcomed the offer and appreciated the time
Sharon is willing to spend to enhance the historic home.
Planner Adar announced a meeting, planned by the Recreation
Department, to discuss teenagers' needs and priorities. The
meeting was held on Thursday, 5/24/90, 9:30 a.m. at the Arts
and Crafts Room. Commissioner Bruce Mitchell volunteered to
represent the Heritage Preservation Commission at the meet-
ing.
Commissioner Mitchell notified the Commission that Mr. Larry
Fine has 60% to 70% of the required owners' signatures
supporting the designation of Saratoga Avenue as Heritage
Lane. Mr. Fine should soon be ready for submittal of an
application.
Commissioner Davis reported to the Commission that during
the California Preservation Conference she met Kathryne
Burns, the Director of Western National Trust of Historic
Preservation. Ms. Burns is involved in preparation of a
model education p~ogram for Northern Arizona University.
The program will be ready for use in about a year. Commis-
sioner Davis will follow-up on the progress of the program

which may help develop an education program for Saratoga.
II. OXd Business
A. Heritage Tree Program
Commissioner Koepernik reported to the Commission on the
outcome of the Heritage Tree Committee meeting. Commission-
er Koepernik noted that the Committee will prepare a list of
public and private Heritage trees, which will complement the
list the HPC has for heritage preservation resources.
Koepernik reported that Saratoga Avenue was one of the areas
discussed by the Heritage Tree Committee. The intention of
the Committee is to preserve the character of Saratoga
Avenue, not necessarily by preserving all the trees, since
some require removal or replacement.
Bruce Mitchell remarked that the character of the lane can
be maintained by modifying the use of the existing easement,
avoid widening and revegetate areas where widening already
occurred.
Willys Peck said that Saratoga Avenue is already one of the
major arterials in the City and after the completion of Hwy
85, the situation will worsen and may be in conflict with
preservation of Saratoga Avenue.
B. Follow-up on City Council Meeting
Chair Ansnes reported to the HPC that the City Council
directed the Heritage Preservation Committee, Parks and
Recreation Department, and City staff to work together on
more planning for the use of Warner Hutton house. A concept
statement is necessary to be prepared by the HP Commission.
The Commissioners repeated and emphasized all the concerns
discussed in previous meetings, including the conflicts
which tiny tots and teens center may represent to other uses
and to preservation of the historic house.
Commissioner Mitchell suggested that an inventory of facili-
ties which are suitable for teenagers should be prepared.
He felt that Warner Hutton House is not an appropriate place
for this purpose.
The Commission agreed to prepare a statement by the next
meeting which will include the concept of use and intentions
for the house. Among other issues already discussed, the
Commission agreed that no exterior changes to the house
should be allowed, that the landscaping and environment
should be consistent with the character and period of the
house, and no parking or paving should be planned next to
the house. Architectural details of the house including
materials and colors should be maintained or rehabilitated.
Mitchell suggested that the matter should be brought back to
the City Council at the June meeting.
III. New Business
&. CLG Grant Work Program
The Commission agreed to move this issue to the next meeting
on 6/20/90 to allow them to devote more time for this dis-
cussion.
B. Historic Preservation Report to SHPO
Staff Adar reported to the Commission that the report is due
by July and should include the Commission's activities and
achievements since the City was registered as a certified
local agency. A draft will be prepared by staff for the
Commission's review.
C. Street names for new subdivision
Staff brought the issue of selection of street names in new
subdivisions and asked the Commissioners if they feel that
proposed names should be reviewed by the Heritage Preserva-
tion Commission for appropriateness for the City and a
specific neighborhood. The Commissioners agreed to review
proposed street names for future subdivisions.
