ROUTINE ORGANIZATION A. Roll Call Present: Ansnes, Davis, Koepernik, Mitchell, Peck, Sabin, Cameron Absent: None Staff: Adar B. Approval of Minutes of 7/18/90 M/S Sabin/Ansnes to approve the minutes of 7/18/90. Motion passed unanimously. C. Posting the Agenda Pursuant to Government Code 54954.2, the agenda was posted at City Hall on 7/13/90. D. Oral and Written Communications Commissioner Koepernik attended the meeting between the City staff and the Traffic Authority regarding the responsibility of the Authority for the restoration of Warner Hutton House. Koepernik reported to the Commission that the Authority's representative clarified that only items that are specified in the agreement will be covered by Authority's budget. However, the Traffic Authority is open to the possibility of a trade off between jobs which are included in the agreement, and which the City is willing to take over in return for jobs that are not in the agreement. Koepernik volunteered his time to work with his subcontractors on a cost estimate for the complete restoration work. The estimate will be submitted to the Council for review and consideration. Staff indicated, as a response to the Commission's inquiry, that the City Manager is in favor of reserving the kitchen and dining area in the Warner Hutton House for reception purposes. This area may also be used for meetings including the HP Commission meeting. The Planning Commission requested the HP Commission's recommendations regarding the mosaic which exists in the Paul Masson Winery at Saratoga Avenue. The HP Commission did not find this work to have any historic significance. The Commission has no objection to the developer will selecting the portions of the art work he wishes to preserve. II. OLD BUSINESS A. CLG Grant The Commission reviewed the time schedule prepared by staff, for the completion of the publication of the Heritage Resource Inventory book. The Commission scheduled a work session on August 31 to complete the context statement and classification of the resources by historic categories. Commissioner Peck invited the Commission to conduct the meeting at his house. The deadline for the submittal of the final report to the State Heritage Preservation office is September 21. According to SHPO, additional federal funds are available and may be allocated for the purpose of publication of Saratoga's heritage resource inventory book if the publication of the book will be completed by the end of October. B. Warner Hutton House - Memorandum to the City Council Commissioner Koepernik reported to the Commission about the joint commissions' meeting of the HP Commission with the Parks and Recreation Commission regarding the function of Warner Hutton house. As a result of the meeting, a memorandum to the City council was prepared with the commission's recommendations. Additional meetings will be needed at a later stage to determine the appropriate permanent uses of the house. The memorandum to the City Council was reviewed by the Commission and signed by the Commission chairperson. III. ITEMS INITIATED BY THE COMMISSION Commissioner Davis volunteered to represent the Heritage Preservation Commission in the Open Space Committee. Commissioner Cameron agreed to back up when Davis will be unable to attend. IV. ADJOURNMENT The meeting was adjourned at 10:00 a.m. Respectfully submitted, Tsvia Adar Associate Planner
